Summary of Duties: Canada’s Trade Commissioner Service (TCS) is a worldwide network of professionals in international business development (IBD), with preferred access to business knowledge and contacts, who are committed to advancing Canadian commercial and economic interests abroad. The TCS provides strategic market information and market access solutions to Canadian companies looking to export, invest abroad, or develop innovation and R&D partnerships. The TCS also assists foreign companies planning to invest in Canada or current investors looking to expand their operations in Canada. These positions contribute to the delivery of the IBD program at the High Commission of Canada in Singapore by delivering services to clients in accordance with TCS policies and guidelines, and Government of Canada policies and priorities for international trade, investment, and innovation. All Government of Canada employee activities are governed by the Government of Canada’s Code of Values and Ethics. Under the direct supervision of the Senior Trade Commissioner or other Trade Commissioner, the Senior Trade/Investment Officer’s major responsibilities include:

  • Promoting trade, investment, and innovation collaboration between Canada and Singapore;
  • Supporting and contributing to the delivery of the IBD program at the High Commission of Canada to assist Canadian companies in their international business endeavours in key sectors such as life sciences, sciences technology and innovation (STI), Information and Communications Technology (ICT), and/or working with foreign companies to facilitate Foreign Direct Investment (FDI) in Canada;
  • Providing strategic advice and troubleshooting (including market access advice and business leads) to support Canadian clients pursuing business development activities in Singapore;
  • Providing advice, expertise and recommendations to the Senior Trade Commissioner and/or Head of Mission as the focal point of contact on trade opportunities, program implementation, policies, market intelligence and official visits and events in sector of responsibility;
  • Conducting research and analysis of trends, local developments, emergent opportunities and sector priorities that are relevant to the Trade program;
  • Establishing and maintaining a network of contacts in the public and private sector in Singapore to stay abreast of local developments, and identify commercial opportunities;
  • Performing other related duties that support the overall work of the Trade Program.

Area of Selection: All employees of the High Commission of Canada in Singapore and the general public who meet all the essential requirements and who currently possess the right to work in Singapore.

ESSENTIAL QUALIFICATIONS Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Education: Candidates will be required to provide proof of the completion of their education.
  • Bachelor’s degree from an accredited college or university in a related field, including but not limited to: commerce, international business, finance, and economics, or an acceptable combination of education, training and work experience.

Language:
  • Professional fluency in English (oral and written)

Experience: Minimum 3 years of recent relevant experience in all of the following areas:
  • International business development or foreign direct investment attraction;
  • Experience in developing relationships with clients and stakeholders, including preparing for and conducting meetings with internal and external contacts;
  • Experience in planning programs with minimal supervision for at least one of the following: clients and partners, high-profile visits, trade shows, roundtable networking events, trade delegations;
  • Experience in providing strategic advice, briefings and written reports to management and/or clients on international business issues.
RATED REQUIREMENTS The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview online, pre-recorded or in-person, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
  • Knowledge of business market opportunities and local business practices in Singapore.
  • Knowledge of the Government of Canada’s priorities and approach related to international business development and investment.
  • Knowledge of international business development practices, including excellence in client service delivery, market research and competitive intelligence gathering.
Abilities / Competencies:
  • Strong client focus: ability to manage client and stakeholder relationships and provide client service support to customers.
  • Excellent judgment to set priorities, decision making, plan, organize and implement plans with minimum direction.
  • Ability to provide strategic advice, prepare briefings, do research, gather market intelligence and write reports to management and/or clients on international business issues.
  • Ability to network and develop alliances with key contacts, including through social media networking and research.
  • Adaptability and flexibility to manage multiple priorities and tight deadlines.
  • Teamwork/strong interpersonal skills.
Asset Qualifications: Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
  • Experience within a diplomatic mission or international organization.
  • Experience working in, or working with companies in one of the following areas: life sciences, sciences technology and innovation (STI), Information and Communications Technology (ICT).
  • Professional experience related to Foreign Direct Investment attraction.
  • Ability to speak and write in French.
  • Master’s level degree in a field related to international business development.
Operational Requirements:
  • Working hours are Monday to Thursday, 08:00-16:30 and 08:00-13:30 on Fridays
  • Must be able to work overtime on short notice on occasion;
  • Must be available for occasional duties outside normal working hours (i.e., evenings and weekends); and
  • May be required to travel on occasion.
Conditions of Employment: Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

Other Information: Benefit package includes:
1. Paid overtime;
2. Eighteen (18) days of paid vacation leave per year for fewer than 10 years of service and Twenty-Two (22) days of paid vacation leave per year for 10 or more years of service;
3. 13th and 14th month of base salary (prorated) payable in December;
4. Contributions to Central Provident Fund Board; and,
5. Insurance coverage for clinical, specialist, hospitalisation, dental and term life.
