Serves as a senior function/business/product compliance risk manager for Independent Compliance Risk Management (ICRM) responsible for establishing internal strategies, policies, procedures, processes, and programs to prevent violations of law, rule, or regulation and design and delivery of a risk management framework that maintains risk levels within the firm's risk appetite and protects the franchise. In addition, engages with the ICRM product and function coverage teams, in order to partner to develop and apply CRM program solutions that meet the function/business/product and customer needs in a manner consistent with the Citi program framework.
Responsibilities:
Providing compliance coverage to an assigned function/business/product. Provides compliance guidance on function/business/product rules and regulations relating to operational issues, transactional approvals and the application of internal compliance policies for day-to-day activities.
Managing a team of multiple teams of Compliance professionals. Developing, attracting, and retaining talent; recommending staffing levels required to carry out the unit's role and responsibilities effectively while establishing and adhering to talent management processes and compensation and performance management programs. Mentoring and developing junior staff.
Directing the design, development, delivery and maintenance of best-in-class Compliance, programs, policies and practices for ICRM. Translates ICRM strategy and goals across Citi's clients, products and geographies; provides direction and guidance on the programs.
Staying abreast of relevant changes to rules/regulations and other industry news including regulatory findings.
Providing oversight and guidance over the assessment of complex issues, structures potential solutions and drives effective resolution with other stakeholders. Provides advice to the function/business/product on an ongoing basis on new initiatives, new products, acquisitions, and client-related matters with respect to applicability of policies, resolution of potential red flags or other client/transaction-related compliance escalations.
Representing Citi on critical regulatory matters as required. Serves as liaison with regulatory examiners, Internal Audit, and external auditors on critical Compliance issues and oversees the implementation of related remediation. Collaborating with other internal areas including: Legal, Business Management, Operations, Technology, Finance, other Control Functions, and In-Business Risk to address compliance issues which may impact the assigned business/product/function.
Supporting the function/business/product in performing timely compliance reviews of new transactions and/or products.
Managing ICRM initiatives as required, such as the implementation of new Compliance systems, controls, and related project management work efforts.
Assisting in the development and administration of Compliance training for the assigned business/product/function.
Overseeing the monitoring and identification of regulatory developments, including enforcement actions, and new laws, regulations, rules, and interpretations or guidance relating to the business/product/function supported.
Analyzing and scoping the impact including applicability of new and complex regulatory developments across the assigned business/product/function, including cross-border impact.
Assisting in the establishment of ICRM policies, procedures and controls to comply with these new or changed laws and regulations.
Participating in industry groups and trade association working groups or other forums.

Subject matter expertise in area of focus
Education:
Bachelor's degree; experience in compliance, legal or other control-related function in the financial services firm, regulatory organization, or legal/consulting firm, or a combination thereof; strong working knowledge of the assigned function/business/product and related laws and regulations, previous experience managing a diverse staff; Advanced degree preferred
Consumer Exit Markets Compliance Risk Management Director
The APAC Legacy Franchise (LF) Compliance Risk Management Director is responsible for managing all aspects of the Consumer Compliance function in the thirteen Asia and EMEA consumer markets that have been designated for exit. The LF Compliance Risk Management Director will work closely with senior regional transition management leaders and local country business management leaders to provide compliance guidance and design transition compliance coverage across the thirteen Asia and EMEA consumer markets that have been designated for exit. The Asia Pacific/EMEA Compliance Risk Management Director reports directly to the Asia Pacific/EMEA Consumer Chief Compliance Officer.
Responsibilities:
Design a compliance coverage model and set of reporting protocols to provide effective compliance coverage, business compliance advisory and reporting for thirteen consumer countries designated for exit including designing appropriate coverage for business sales, transition service agreements and/or business wind-down activities.
Staying abreast of evolving government and regulatory expectations and translating that information to adjust compliance transition guidance to the business and compliance monitoring and testing coverage
Leading and coordinating local country compliance transition evaluations and advisory activities
Identifying stranded costs and eliminating those costs over an appropriate period to assure appropriate compliance monitoring at key transition points defined by each country legal day 1 and the transition services agreements
Demonstrated ability to understand and advise implementation of a wide array of regulations covering Consumer Banking and overall franchise in the exit markets
Assessment of Extra territorial Regulations (ETRs) and relevant transitional documents to clearly understand the obligations and assess regulatory risks in various phases of the transition of LF
Sound understanding of Consumer Banking Products, processes, and controls
Collaborate with the Citi Global Wealth Chief Compliance Officer and evaluate the compliance program design and organizational coverage model to assure uninterrupted compliance coverage of the Global Wealth Hubs
A risk-based approach to monitor First Line on-going compliance with enterprise programs, policies, standards, and procedures
Assist the APAC LF CCCO in maintaining a highly effective diverse team including organizing appropriate on-going coverage for the Consumer exit markets
Effective escalation and timely updates to the global ICRM team
Supports the Asia Pacific/EMEA Regulatory Change Management process to ensure requirements remain up to date and are communicated to process owners including transition markets
Ensures appropriate documentation, root cause analysis, and remediation of issues including compliance and operational Risk Events with Consumer Impacts, audit issues, compliance monitoring and testing findings, and regulatory exam matters
Consider complaint management insights ensuring issues and trends are fully evaluated with a special focus on the exit markets as they transition
Any other activity assigned to ensure a smooth transition and or reporting requirement primarily for LF
Experience
Bachelor's degree is required, relevant advanced degree is preferred.
10+ years of experience leading a compliance function or similar management roles.
Accomplished leader, comfortable functioning in a rapidly changing environment where real-time compliance advice and guidance is required.
Experienced in working with regulators and has established a strong reputation through those interactions.
Proven leadership, communication, and managerial abilities with an established track record of success and achieving results while effectively advising the Business on compliance matters
Well known for outstanding people, process, and management skills
Ability to manage senior stakeholders
