Job Description


The New Activity Risk Management function provides unified governance and risk decision making for material changes to products , services , business operating models and capabilities that impact Citi\'s clients (collectively referred as new activities).

New Activity Risk Management is part of Citi\'s Independent Risk Management function, in the firm\'s second line of defense. The function works closely with partners in first line of defense units across Citi to provide robust due diligence, initiative review, risk rating, risk decision approval and ongoing monitoring of future and existing products and services, as part of the end-to-end governance over the product life cycle. The function is in the process of expanding this oversight role to cover significant changes to business operating models, and platforms created with third parties to deliver new capabilities to clients.

New Activity Risk Management operates as a global organization, and comprises three teams co-located close to business partners in the Americas, Asia Pacific, and Europe Middle East and Africa regions plus teams with global responsibility for certain cross-cutting functions, such as change, policy, process design, and taxonomy. Team members are based in New York, Fort Lauderdale, Mexico City, London, Belfast, Dublin, Frankfurt, Singapore, Hong Kong, Tokyo and Mumbai, plus a number of telecommuters. Our business partners are based in all of Citi\'s global business locations.

The new activities space is an area in which wide-ranging enhancements are taking place currently, within a broader program of change that was started in 2020 and is due to be completed in 2024.

This role is based in Singapore and will be part of the APAC region team.

The New Activity Risk Managers are responsible for matters relating to the day-to-day review process for new activities within APAC and Business lines assigned to their team. In this role they will work closely with partners in relevant business lines within the Institutional Client Group (ICG), and with partners in control functions across the different lines of defense.

This role provides coordination and leadership for committee members, which include senior representatives from all major functional disciplines, including Independent Risk Management, Legal, Bank Regulatory, Compliance, Accounting Policy, Product Control, Treasury, Basel Interpretive Office, Tax, Operations, Technology, and Legal Vehicle Governance, among others. Important to this role is consideration and coordination of issues across Citi\'s legal entities whilst also ensuring alignment with regional and global regulatory expectations.

Key Responsibilities

Responsible for assisting with the management and coordination of the end-to-end activities of the New Activity approval process, including but not limited to

  • Engage with businesses and stakeholders across different businesses, geographies, and functions to pre-screen, assess and advise on their submissions in Ideation stage;
  • Challenge new activity proposals for quality and completeness and provide guidance to business, risk and control functions.
  • Assist businesses with validation and closure of any conditions of approval assigned through the review process;
  • Maintain formal documentation, proceedings and records of approved proposals and Product Programs;
  • Effectively manage and ensure delivery of scheduled Post Implementation Reviews
  • Ensure strong governance, appropriate senior management engagement, and support in strong risk management decisions in a commercial timeframe and manner.
  • Implement global policies and standards in the new activity space, ensuring alignment to the Risk Governance Framework, Risk Appetite and regulatory expectations.
  • Ensure adherence to the new activity related requirements of the primary regulators in APAC and other regions, as applicable.
  • Liaise regionally and globally with other New Activity Risk Managers within New Activity Risk Management
  • Support the implementation of the enhanced process of the New Activity Frameworks under the consent order.
  • Foster and manage relationships with senior stakeholders across the Institutional Client Group, control functions, second line of defense Risk and Compliance functions, third line of defense Internal Audit functions, and material legal entity management.
