The position reports to the Global Account Director [to be confirmed], but interfaces with JLL and Client stakeholders across PDS APAC hubs and across service lines.The role includes managing the Schedule of Work between JLL and the Client, with the emphasis on:

  • Consistent project delivery by variable JLL resources to meet the Clients expectations on cost, time and quality.
  • The management of a dedicated programme management platform, including project and programme governance, performance management, and driving a culture of continuous improvement in processes
  • Point of escalation for Client on matters associated with variable project delivery.
  • Performance management in conjunction with Account / Client KPIs as defined in the applicable scorecards / Schedule of Work.

  • The Clients Portfolio Management team
  • The Clients third-party Programme Management Office for financial matters (PgMO Finance)
  • The Clients third-party Transaction Management team (TM)
  • The Clients individual business units / functional support teams

  • JLL Global and Regional Account Executive / Director
  • JLL in-country project delivery teams [including their line management]
  • Other JLL business lines such as occupancy planners, transactions, and facilities management

  • Non-JLL delivery teams on inflight projects
  • Non-JLL project team consultants and contractors
Key Responsibilities
  • Own the relationship with key stakeholders and ensure effective communication. Serve as the single point of contact providing accountability and increased certainty of outcomes. Ensure alignment and communication to client business lines and stakeholders. Where required, manage conflict resolution.
  • Provide accountability to the Client for project delivery of the programme of works, driving compliance with the Clients defined requirements.
  • Provide strategic advice on the best approach to project delivery, in line with the Clients requirements on budget, schedule and quality. Identify where pre-funding is required and work with the Client to obtain, following the Clients project expenditure approval process.
  • Establish and maintain a standard set of practices, processes, and templates, in alignment with the Clients global processes and playbook, for managing projects consistently and efficiently to reduce project related risk and costs.
  • Ensure such project and program management processes and systems are efficient and effective, whilst aligned to business needs.
  • Be accountable for managing all JLL functions outlined in the Clients Schedule of Work.
  • Ensure proper contract administration of agreements between the Client and either JLL or other vendor partners, including execution of contracts in an approved form.
  • Monitor and report on, compliance with Clients policy, process, and management framework.
  • Oversee the collection, consolidation and analysis of accurate programme and project data in JLL and Client technology system(s) to drive insights and effective decision making.
  • Manage the Clients project expenditure request process, including oversight of JLL analyst resource(s) responsible for actioning such process.
  • Lead pre-Initiation activities including
  • liaison with the Clients Portfolio Managers and Transaction Managers
  • Support the development of project scope, schedule, budget and risk register for the effective control and management of the project.
  • Undertake pipeline management activities
  • Prepare and present a regional project pipeline, comprising an aggregated view of projects from each portfolio.
  • Implement measures to create local cost benchmarking and insights to influence Rough Order of Magnitude budget estimates and timelines
  • Liaise with the Clients Portfolio Managers and Transaction partners to track project pipeline, its prioritisation, and contribute to scheduled meetings
  • Support the Clients Rhythm of Business activities, arrange and lead key Client meetings to secure appropriate approvals / decisions.
  • Be accountable for the overall financial forecasting and cashflow management of projects within the programme, in compliance with the Clients targets for monthly and quarterly accuracy.
  • Lead a team of programme managers and analysts to:
  • Report on project timelines, technical issues, and stakeholder engagement for capital projects in their respective sub-regions
  • Provide oversight to all allocated regional projects, give expert guidance and advice on all matters relating to project delivery in their respective sub-region.
  • Have oversight of project level reporting, ensuring that Project Managers report timely and accurately, through Clients technology tools or other preferred methods, on the status of the project and project finances.
  • Ensure all work orders and contracts are drafted, approved and executed before starting work on a project.
  • Identify, develop, and gather key resources to lead the individual projects.
  • Onboard in-country delivery project managers and ensure they deliver projects to specification, on time, and in budget.
  • Manage the Clients project expenditure request process and track issued purchase orders.
  • Ensure structured handover and close out of projects (including documentation) to relevant stakeholders such as FM, Finance etc
  • Ensure that changes to scope or budget are reported on and managed accordingly.
  • Ensure that project/program risks are reported on and managed accordingly.
  • Drive cost assurance and value engineering.
  • Have oversight of the performance management frameworks associated with vendors (consultants, contractors and suppliers)
  • Identify and address areas of concern regarding potential liabilities and risk.
  • Ensure change management and communication plans are in place and being followed.
  • Accountable for identifying, communicating, and supporting the implementation of continuous service improvements in partnership with the Client.
  • Formulate effective strategies to maintain performance of Suppliers resources.
  • Be an advocate for and assures compliance of Health and Safety best practice with JLL and Client policy.
Key Roles & Responsibilities internal to JLL
  • Manage, mentor and develop JLL staff members employed on the Account. Monitor individual team members capacity utilization, and budget allocation.
  • Implement JLLs Account Management Deliverables, including Mandatory Account Deliverables
  • Support regular Account Health checks.
  • Oversee, meet and exceed the performance management framework included in the Schedule of Work.
  • Own all commercial and contractual matters in connection with JLLs services. Ensure all agreements and documentation necessary for invoicing is in place, assure the issue of invoices, drive cash collection and identify opportunities that improve JLL margin without comprising the service provided.
  • As appropriate, monitor and review account profitability with Business Line heads periodically.
  • Ensure Client awareness of the full scope of JLL services and actively seek opportunities to promote and secure additional PDS products.
  • Comply with all JLL policies and procedures, including but not limited to ethics and business practice.
