Job Description


What the role is:The Corporate Services (CS) directorate provides key support services for PMO-SG and has 4 main functions: (i) Finance manages PMO-SG\'s annual budget and makes recommendation on allocation of financial resources; (ii) Knowledge Management oversees the registry and documentation of the thinking of the past and helps with our decision for new ideas and future policies; (iii) Procurement provides advice on procurement matters and reviews procurement submissions for compliance; and (iv) Admin oversees the day-to-day operations in PMO-SG. As AD/Procurement & Admin, you will lead the Procurement and Admin teams to develop procurement strategies and ensure optimisation of resources.What you will be working on:

  • Lead and manage the Procurement team to provide procurement advice for the end-to-end procurement value chain and maintain oversight of PMO-SG\'s procurement framework and processes (in terms of operations efficiency, effectiveness, and control). \xe2\x80\xa2 Lead and manage the Admin team to ensure office facilities and equipment are well maintained, and create a healthy and sustainable environment for the workplace. \xe2\x80\xa2 Establish, maintain and review PMO-SG\'s Business Continuity Plan and ensure contingency plans are in place for activation during times of crisis.
What we are looking for:A. Functional Competencies \xe2\x80\xa2 [Strategy and Policy] Determine procurement strategy and policies for PMO-SG, ensuring alignment to overall organisational strategy and compliance requirements. \xe2\x80\xa2 [Sourcing and Category Management] Translate business requirements into contractual agreements with suppliers through analysis, tendering and negotiation. \xe2\x80\xa2 [Contract and Supplier Management] Manage key suppliers (high value, high risk) throughout the contract life cycle to ensure satisfactory performance and reduce risk exposure. \xe2\x80\xa2 [Procurement Operations] Handle daily procurement transactions, including administration of orders, deliveries, logistics and complaints. \xe2\x80\xa2 [Administration Management] Deliver administrative services and solutions to support the organisation\'s operations B. Personal Traits \xe2\x80\xa2 Meticulous with strong analytical skills and conceptual abilities. \xe2\x80\xa2 Self-starter who is both a team-player and an independent worker who can deliver in a fast-paced environment. \xe2\x80\xa2 Able to manage and resolve issues involving multiple parties and stakeholders \xe2\x80\xa2 Embrace design thinking, data analytics and leverage on digital technology to streamline work processes C. Work Experience \xe2\x80\xa2 At least 6 to 8 years of relevant experience in the areas of procurement. \xe2\x80\xa2 Knowledge in Government Procurement, GeBIZ, data analytics and contract management is essential. \xe2\x80\xa2 Prior working experience in Office Administration is preferred. \xe2\x80\xa2 Experience in people management and development.About PMO - Strategy Group:The Strategy Group in the Prime Minister\'s Office drives Whole-of-Government strategic planning, and partners government agencies on policy development.
