Assists Sector Administrator (SA) for Community Sector in the administration and oversight of Community Development and Welfare Funds (CDWF) as delegated by CU.
Provides secretariat and technical support to the SA to fulfill his delegated duties in accordance with the Charities (SA) Regulations.
Formulates and reviews PA policies (e.g. fund-raising, anti-money laundering) and procedures for PA charities/entities including CDWFs.
Develops and implements competency framework and training design/content for CDWFs.
Grants
Formulates and reviews PA policies and procedures on grants governance
Provides technical support to PA and its Divisions/Units on interpretation of Whole-of-Government policy guidance on grants governance
Develops and implements competency framework and training design/content for PA staff on grants governance.
Monitors and mitigates risks of non-compliance in grants governance by PA entities as risk owner under PA's Enterprise Risk Management framework.
Charities and Fund-raising
Reviews and approves assessment of Institute of a Public Character (IPC) applications and extensions for approval by SA.
Reviews SA's submissions to CU and PA's compliance/regulatory checks and procedures administered through relevant PA Divisions (Volunteer Management Division and Internal Audit Division).
Guides Constituency Offices (COs) and Field Governance Offices (FGOs) in checking CDWFs' compliance with Charities Act/Regulations and other regulatory/statutory requirements.
Provides technical guidance to CO and FGO staff to ensure CDWF meet statutory requirements including compliance with Code of Governance.
Liaises with government agencies and other relevant parties for external reporting on charities governance and facilitates regulatory compliance through policy updates.
Grants
Liaises with Ministry of Finance's Grants Governance Office and Ministry of Culture, Community and Youth's Community Grants Governance Unit on interpretation of policies and reporting.
Monitors and communicates policy requirements and updates for PA's compliance.
Monitors PA's grant landscape and tracks compliance.
QualificationProfessional Certification in Accountancy or other relevant qualification. Certified Public Accountant will be an advantage.ExperienceMinimum - Five years of experience in finance or accounts with good management and leadership skills.Desired - Five years of experience in finance and accounts with two years of experience in managerial level.Certified Public Accountant/experience in the charity sector would be an advantage.OthersSelf-motivated with good written and verbal communication skills.Only shortlisted candidates will be notified.
