Job Description

Overview and purpose of the position:The Position Holder will work with Medical Director (MD), RHSO to lead the development and implementation of work plans and initiatives in:

• Clinical Affairs (CA) - which supports the RHSO Clinical Governance Board (CGB), and is responsible for putting in place strategies, clinical policies, framework and tools to support RHSO to ensure compliance with cluster policy and Healthcare Services Act (HCSA), and to elevate the quality and safety of the clinical services it provides to the community in the west.

• Clinical Services Planning & Integration (CSPI) - which works with Group Chairman Medical Board Office, Transformation Office, National University Polyclinics, RHSO divisions and external partners including Ministry of Health (MOH), Agency of Integrated Care (AIC) and Health Promotion Board (HPB) to facilitate development of cross-sectoral, end-to-end clinical care plans with emphasis on prevention for target conditions, to deliver NUHS Population Health Strategy

• Support the Medical and Allied Health Leads of Clinical Services & Governance Division (CSGD) in development of community medical and allied health clinical service planning, manpower planning and acquisition as part of NUHS Step-up model of care.

In addition, the position holder also assists MD, RHSO in ensuring CSGD;s contribution in workplace health, enterprise risk management and other corporate initiatives and priorities as part of Regional Health System Office (RHSO), NUHS.Further elaboration of the first 3 areas as follow:

• Oversee the Work of Clinical Service Planning and Integration (CSPI)
• Manage the team to support the following:
• The development and implementation of care plans to meet the community care service gaps, ensuring alignment to national and NUHS strategy (examples include: frailty, dementia, mental health and obesity).
• The formulation and implementation of clinical strategies for community and primary care preventive care (eg DM30 cluster initiative to reduce prevalence of DM)
• Clinical service planning for priority disease conditions in NUHS focusing on the role of NUHS Community Care Team (CCT)(including nursing, medical and allied health), Primary Care Partners and Community Partners (eg, Project 591 as part of NUHS DM+ initiative, focussing on patients with DM and heart failure)
• Mapping of existing services, and identification of care service gaps, together with NUHS clinical leads and community care partners.
• Implementation of population health initiatives by NUHS Regional Health System Office (RHSO).
• Work with Medical Director RHSO for strategy and work planning to ensure CSPI work continues to be relevant and valuable for NUHS.
• Contribute to ensuring good project management, and responsible and accountable budgetting for RHSO-funded population health programmes.

• Oversee the work of Clinical Affairs (CA)
• Supervise Manager (CA) to oversee the clinical governance of the work of the NUHS Community Care Team (CCT) and RHSO.
• Support RHSO Clinical Governance Board (CGB) meetings in agenda development, preparation of materials and follow-up.
• Ensure clinical governance structures of CGB and subcommittees (eg, collaborative prescribing committee) are well established and effective.
• Ensure clinical incident reporting is carried out, and all clinical incidents are tracked and managed according to policy, and system learning, and improvement implemented.
• Work with stakeholders to identify emerging and significant clinical risks and develop mitigating strategies to manage them
• Ensure RHSO Clinical policies are in alignment with NUHS Clinical Policies and national healthcare regulations.
• Liaise with MOH and RHSO divisions in the renewal and maintenance of RHSO HCSA license.
• Promote and drive clinical quality improvement within RHSO

• Support the Medical and Allied Health leads, CSGD in Community Medical and Allied Health clinical service and manpower planning and manpower acquisition
• Supervise Assistant Manager, Clinician and Allied Health Manpower (CAMP) to ensure sufficient clinician and allied health manpower resource to support the work of NUHS CCT and approved workplans involving medical and allied health staffing, mainly through manpower staffing arrangements with NUHS institutions.
• Oversee secretariat support for meetings and clinical service planning of medical and allied health support for NUHS CCT.

Job Requirements

• Bachelor's Degree preferably in Healthcare, Life Sciences, Business Administration etc.
• At least 10 years of relevant working experience, preferably with 3 years in a leadership position
• Experience in healthcare sector and/or clinical operations
• Experience in project/programme management, community care/population health
• Possess confidence to resonate with senior management leadership - internal and external stakeholders
• Ability to lead and influence team members with good coaching/mentoring skills
• Comfortable working in a fluid environment within a growing organization
• Ability to multi-task and work under tight timelines
• Good analytical and organization skills
• Good command of English, with experience in writing proposals and papers
• Excellent communication, problem solving, presentation, negotiation and interpersonal skill
