Job Description


What the role is:Assist the Deputy Director (Facilities Management) and work with respective General Managers in strategising, planning, implementing and managing of facilities, maintenance and operations of Heartbeat@Bedok, One Punggol and Wisma Geylang Serai.Facilities Management

  • Work closely with respective Facilities Management (FM) officers at ICH and integrated community hubs to oversee and ensure expeditious and quality services to maintain the hubs\' physical infrastructure, facilities, and systems in clean, safe and serviceable conditions for all co-locator and community partners, tenants, users and visitors.
  • Oversee the day-to-day FM operations at Heartbeat@Bedok (HBB), One Punggol (OP) and Wisma Geylang Serai (WGS), from the procurement and appointment to the supervision and management of soft service providers, such as the managing agent, security, housekeeping, pest control and landscaping/ horticulture services, to ensure quality service standards are met.
  • Plan, develop, implement, monitor, and review the facilities maintenance programmes, standards, polices in accordance with regulatory requirements and industry best practices.
  • Prepare, control, and review the operating and capital expenditure budgets including Maintenance and Sinking Funds.
  • Ensure compliances with Government procurement and financial procedures including goods receipt, certification, and timely payment.
  • Ensure physical infrastructure and facilities / services are well maintained and meet safety standards / code compliance for community use.
  • Facilitate work requests, additions & alterations (A&A) works, improvement works and cyclical maintenance programmes (CMP).
  • Support the IPOGs in the administration and procurement processes, including chairing Asset and Facilities Management (AFM) Sub-Committee meetings.
  • Preparing and submitting reports, including but not limited to building users\' feedback, incident reports, reports to Advisers, IPOGs, Advisory Committees, AFM Sub-committees, and grassroots meetings.
  • Oversee the fitting out and re-instatement of tenanted areas.
  • Ensure proper and full archive of essential data, information, authorities approval etc for reference, audit and future development of buildings.
  • Develop and build capabilities within ICH and/or IPOGs to implement policies on facilities management, maintenance, operations, and assets.
Other ad-hoc duties not covered under main responsibilities and duties.
  • Perform other duties assigned by senior officers.
