What the role is:The Hawker Centres Group (HCG) of NEA plays a lead role in managing and enhancing our hawker centres, so that they continue to be places where people from all walks of life can enjoy affordable food in a clean and hygienic environment. HCG also reviews and implements hawker-related policies that benefit both hawkers and the public.What you will be working on:As an Assistant Manager/ Manager (Operations and Engagement) in HCG, you will be carrying out the following duties:1. Tenancy ManagementEnd-to-end management of stall tenancies, from ensuring stalls are in tenantable condition, onboarding of new stallholders to processing applications of transfers, assignments, joint operators and termination as well as appeals for rental waivers, rebates and remissions etc.Conducting tenancy inspections and enforcements to ensure compliance to relevant statutory and tenancy requirements.Managing arrears such as stall visits, serving of Notice-To-Quits, executing Writ of Seizure & Sales/Writ of Possession etc.Operationalising new policies and programs e.g. ensuring compliance of stallholders to Productive Hawker Centre initiative, management of Incubation Stall Program, Hawkers Development Program etc.Encouraging digitalisation and other programs/initiatives such as supply chain contingency to support and sustain Hawker Trade and maintaining Hawker Culture in the inscription on UNESCO Representative List of the Intangible Cultural Heritage of Humanity etc.2. Cleaning & Facilities ManagementEnsuring high cleanliness and post-COVID hygiene standard, good maintenance and safe operation of the centres.Managing the facilities in MSE-owned Hawker Centres through centre level checks, covering facilities maintenance (preventive and routine maintenance), cyclical repairs and redecorations, ad-hoc improvement works to enhance patrons\' experience, incident management, general and toilet cleaning, table-cleaning management, and pest control.Conducting centre surveillance in HDB-owned Hawker Centres to flesh out areas of concerns to stakeholders such as Regional Offices, Town Councils and Hawkers Associations.Appointed by Designated Person (DP) as the Environmental Control Coordinator (ECC) for each hawker centre / wet market, to develop the ES programme in accordance with the ES standards and monitor its implementation on-site.3. Feedback/Appeals Management & Stakeholders\' EngagementManaging feedback providers professionally to ensure that their feedback are being addressed or resolved promptly in accordance to NEA\'s service standard.Regular engagement with stakeholders including stallholders, Merchants/Hawkers Association (MA/HA), Town Councils, other Agencies etc to implement initiatives and resolve operational issues related to Hawker Centres.Planning and implementing activities and programmes in Hawker Centres, such as fire drills & safety training and spring cleaning, and liaise closely with relevant authorities and stakeholders.4. Emergency Preparedness and Contingency Management/Workplace Safety and Health (WSH)Implementation of safety measures and future proof markets/hawker centres to safeguard against extreme weather and/ or civil or national emergency.Adhering and identifying potential WSH risks and working with stakeholders to mitigate the risks.Facilitate Safety Walkabouts at markets/ hawker centres to drill the importance of safety into staff, stallholders and outsourced contractors.5. Contracts Management / SupportSupport contract calling and management of services required by department e.g. integrated cleaning contracts, car park contracts.Monitor performance of outsourced contractors, including contract administration works, billing and audits.Prepare and monitor the department\'s operational budget.6.
