What the role is:Are you ready to lead the charge in shaping the future of Social Service in Singapore?Join us at the National Council of Social Service (NCSS) as a Strategy officer, and take the helm in driving and managing the organisation\'s business strategies in contributing towards the stewardship and development of the Social Service sector. Uncover and act on emerging trends and issues to pre-position NCSS and the Social Service sector for the future.Your mission? To collaborate with the NCSS Board and Management in steering a bold and impactful course for NCSS and the Social Service sector.If you are ready to make a meaningful difference and drive impact, this is the role for you!What you will be working on:Develop, plan and implement the organisation\'s business strategy.

• Conduct research, analysis of internal and external landscape, to develop the short to mid-term strategies, aligned with larger systemic shifts and whole-of-government policy directions;
• Manage the organisation\'s strategies, implementation plans, and engage stakeholders for alignment and execution; and
• Design and plan the annual work plan and mid-term strategy reviews, to provide recommendations in guiding NCSS forward.

Develop, plan and implement the sector\'s forward strategy.

• Conduct research and analysis of external landscape, macro trends, international/regional developments, to identify gaps and emerging opportunities that might impact the sector moving forward;
• Develop short to mid-term sector strategies to guide the sector forward, with a common set of objectives to improve the quality of life of service users; and
• Partner internal teams and external stakeholders to implement the future-directed plans.

Conduct strategic foresight research and analysis, to ensure that NCSS and the sector are well-positioned to meet future challenges.

• Harness existing information sources and review international scans to identify global best practices and developments;
• Identify global and local emerging trends that impact the social service landscape and assess/analyse their implications;
• Propose recommendations and considerations for implementation, contextualised to the Singapore Social Service landscape; and
• Facilitate engagements with stakeholders to translate foresight analyses into strategies for implementation, taking into consideration the current reality and readiness of the organisation and sector.

Experience:At least three years\' experience in strategic planning or foresight positions.About National Council of Social Service:NCSS is a statutory board and an umbrella body for some 450 member social service organisations in Singapore.
