As a key member of the Planning, Performance and Rewards team, you will take on a critical role in formulating policies and strategies on workforce planning and ensuring aligned practices for our employee relations and employment terms for GovTech to achieve our desired outcomes.

What you will be working on:

Workforce Planning:

Partner our Business Partners to perform workforce gap analysis and review workforce demographics to highlight key trends and advise senior management on resource planning options for GovTech

Ensure optimal use of our manpower resources through central pool management and where relevant, conduct analyses on supply/demand situation within divisions/groups to guide senior management in their decisions

Oversee regular information updates and keep abreast of WOG policy directions to help plan and monitor the manpower movements within the agency

Advise internal stakeholders including other HR departments in relevant areas to help achieve ideal recruitment and deployment of manpower, as well as line departments in resource planning to support new initiatives or growth areas

Employee Relations:

Ensure alignment of our industrial relations strategy with PSD's guidelines

Establish clear employee relations policy, processes and tools and ensure regular communications and training to relevant stakeholders

Handle disciplinary cases and advise management on best practices

Partner business stakeholders and HR teams to develop and implement employee relations best practices and programmes

Handle employee complaints, manage grievance procedures and facilitate counselling in conjunction with other stakeholders

Collate and analyse employee feedback across all levels on a regular basis and revise people programmes and policies to generate more positive outcomes

HR Policies and Wellness Guidelines Planning:

Assist in the development and review of HR policies and wellness guidelines, ensuring alignment with PSD's guidelines

Engage stakeholders and HR business partners in the renew and development of HR policies and wellness guidelines to obtain feedback and garner buy-in

Assist in design and development of effective change management plan to share updates in HR policies and wellness guidelines

Working closely with HR business partners to drive adoption and implementation of HR policies and wellness guidelines, taking into consideration operational requirements and constraints

What we are looking for:

Bachelor degree, preferably in Human Resources of Business

Minimum 2 years of relevant experience in workforce planning

Experience in HR policy formulation work preferred

Industry knowledge in IT/telco or government experience will be an added advantage

Candidates with more in-depth experience will be considered for Manager role
