The Challenges:

  • Assist the Director in the planning, set up and operations of e-Medial Records Office to ensure smooth and efficient running of operations
  • Oversee and establish the development of policies and protocol related to e-MRO (e.g medical record and medical report requests, scanning of medical records)
  • Oversee the planning, mapping and evaluation of all operational activities in the management of medical records (inclusive of scanning/digitisation of records), records storage and medical records processing
  • Ensures medical records management processes and practices comply with hospital policies and SOPs
  • Oversees and ensure timely completion of medical reports and medical information is released in accordance to hospital policy
  • Oversees and ensures the development of training manuals and provide training to frontline staff in the areas of medical records and medical report requests in accordance to policies and guidelines
  • Ensures the smooth operations of the department and provision of quality services to internal and external customers
  • Oversees and ensure the provision of accurate, complete and comprehensive patient records to doctors, nurses and other clinical staff
  • Oversees and ensure documented policies, procedures and standards are updated to ensure relevancy and quality for e.g release of information, confidentiality, information security, information storage and retrieval and record retention, authorship and authentication of health record documentation
  • Ability to manage vendors effectively and efficiently
  • Perform continuous review of workflows, systems and procedures to identify areas for improvement
  • Provide guidance to staff to ensure that all medical records are accessed and managed under strictest confidentiality and security
  • Identify and correct service discrepancies (if any) promptly and work on process improvement by training staff to rectify service lapses
  • Ensure monitoring, tracking and submission of relevant performance reports as required
  • Provide management expertise as well as analysing the feasibility and impact to processes, translating user requirements to technical requirements, monitoring project schedule, system testing as well as conduct training to users for the EMR system
  • Support and manage the procurement process
  • Support the annual division work plan and budgeting exercise
  • Provide secretariat support to divisional/departmental meeting, committees, taskforce and workgroup meetings as required to drive operational efficiency and the review of policies and workflows.

What it takes:
  • Degree in any discipline with 9-10 years of working experience in a managerial position, in Medical Records Office or in operations
  • Possess ability to plan, organize and lead a team
  • Analytical and innovative thinker
  • Good interpersonal and communication skills, stakeholder management and project management skills
  • Able to work independently and also in a team
  • Proficient with Microsoft applications and project management tools
