Job Description


What the role is:

The Operations Planning Division under the Social Support Group (SSP) oversees operations policy for ComCare schemes and MSF-funded social services for lower-income or vulnerable individuals and families (including the homeless, the destitute, the elderly). The Division also oversees the Group\'s corporate strategy and planning functions, including organisational development and employee engagement, resource planning, professional and capability development as well as risk management. Brief Description of Job Scope: You will be part of the team that oversees resource, finance, and manpower planning, as well as organisational development matters in SSP. Specifically, the finance planning work includes budget planning, asset tracking, cashflow projections, procurement, and payment processing for SSP.

What you will be working on:

- Serve as the finance desk head for SSP, which entails providing support and advice to SSP teams, monitoring of budget utilisation, consolidation of budget projections and performing internal budget analysis; - Review Group financial and administrative processes and internal controls to ensure their continued effectiveness, relevance, and alignment with whole of MSF guidelines; - Undertake finance administrative functions, including monthly reconciliation of accounts, processing of payments, centralised procurements and handling of audit queries; - Manage asset management operations, which entails tracking of assets in SSP, supervising asset checks and collaborating with MSF\'s central asset management team to ensure adherence to MSF\'s processes and guidelines; - Oversee the team\'s provision of administrative services and support for SSP Divisions, branches as well as senior management in a proactive and client-centric manner.

What we are looking for:

- University degree, preferably in Accountancy, Business Administration or Finance; fresh graduates are welcome to apply but at least one year of relevant working experience in public sector finance will be advantageous. - Strong analytical and interpersonal skills, with the ability to write and communicate clearly. - Able to work independently and with different teams, with the ability to engage and collaborate with multiple stakeholders. - Meticulous in managing project timelines and operational matters. - Resourceful and takes initiative to look out for opportunities to make improvements and develop creative solutions.
