Job Description


The Maritime and Port Authority of Singapore (MPA) is the government agency tasked to develop Singapore as the premier Global Hub Port and leading international maritime centre. You will be part of the Maritime Human Capital (MHC) department which focuses on the development of human capital for Singapore\xe2\x80\x99s maritime industry.

The MHC department monitors and analyses trends in the maritime industry and workforce, and formulates targeted strategies to facilitate industry transformation, using a data-driven approach. Through these targeted strategies, the MHC team aims to attract, groom and retain maritime talent in the industry as well as nurture the workforce to be ready for emerging jobs as we continue to push for digitalisation, innovation and decarbonisation in the maritime sector. Your main role in the MHC department is to build a future-ready maritime workforce and in particular, develop policies and implement initiatives to identify future maritime skills, engage stakeholders and gather industry feedback on emerging future skills and competencies for the industry. Major responsibilities will include (but not limited to):

  • Facilitate the engagement of partners under the Alliance for Future Maritime Talent (AFMT) which comprises of industry and unions leaders, and related platforms such as the Tripartite Advisory Panel and related workstreams
  • Develop maritime manpower policies and strategies relating to emerging skills and future jobs
  • Identify credible data sources and draw insights from data to support the formulation and review of maritime manpower strategy, initiatives and programmes
  • Engage industry, institutes of higher learning (IHL), training providers and unions partners on manpower development issues at various platforms.
  • Conduct research and horizon scan into future maritime skills and competencies crucial to the growth of the maritime cluster in Singapore to support the work of AFMT and related platforms
Requirements
  • Ideally with minimum 2 years working experience in workforce development and advisory.
  • Training in business administration, statistics/ data analytics, communications or relevant fields. Proficiency in data-handling, data analytics, statistical analysis and data visualisation would be an advantage
  • With excellent communication skills (including written and presentation skills) and strong problem-solving skills, to be able to structure issues, ideas and solutions clearly and concisely.
  • Resourceful, analytical, meticulous and well organised
  • Proactive and takes initiative, including having the flexibility and willingness to go the extra mile.
  • Possess good time management skills, able to work independently with minimal supervision as well as in a team.
