What the role is:
The Rehabilitation, Protection and Residential Care (RPR) Division is part of the Rehabilitation and Social Mobility Policy (RSM) Directorate of the Ministry of Social and Family Development (MSF). RPR aims to develop and review policies, strategies and programmes that address the unique needs and challenges faced by vulnerable populations (such as children and adults in need of care and protection, youth offenders, domestic violence survivors and individuals experiencing homelessness), through evidence-based research, community engagement and collaboration with stakeholders. RPR is also the Secretariat for the Inter-Ministry Committee which monitors and implements our obligations as a State Party to the United Nations Conventions on the Rights of the Child (UNCRC). Our goal is to create a society with opportunities for all to succeed.
What you will be working on:
Reporting to the Team Leader, you will: o Develop medium to long-term policy agenda: You will be part of the team responsible for developing policies that support MSF's strategic outcomes related to social mobility, stability, self-reliance, protection and rehabilitation. This involves conducting horizon scanning, data analysis and ground sensing to identify policy opportunities and gaps. o Review and develop policies and legislation: You will review and develop policies and legislation related to vulnerable groups, such as children and young persons, social residential homes, adoption, vulnerable adults, probation and other community-based rehabilitation programmes. You will also ensure compliance with international conventions. o Forge partnerships with stakeholders: You will build partnerships with stakeholders to facilitate policy formulation and communication for effective implementation. This involves engaging various stakeholders, such as community organisations, government agencies and international bodies. o Build strategic and transformation planning capability: You will build the Division's strategic and transformation planning capability to ensure that it is future ready with outcome-focused performance indicators. This involves developing cross-cutting and longer-term strategies to meet policy objectives. Overall, your role as a Assistant Manager / Manager of the Rehabilitation, Protection and Residential Care Division requires you to be a strategic thinker with strong analytical, research, and communication skills. You will be responsible for developing policies that enhance the residential support, protection and rehabilitation of vulnerable groups in society.
