The National University Health System (NUHS) is one of three public healthcare clusters which integrates the Academic and Regional Health Systems to deliver innovative and value-driven healthcare in Singapore.

The Costing and Pricing team within NUHS Corporate Finance Office is a central function overseeing the strategic direction of patient services' pricing and costing of NUHS institutions. The team provide industry benchmarks insights to formulate parameters and attributes for pricing strategy to safeguard financial viability. The team also oversee the National Costing Exercise and establish fee adjustment methodology in compliance with MOH guidelines.

In this role, you will be a key member to support the Deputy Director, Chief Finance Officer and Group Chief Financial Officer, by:

  • Formulating and scoping the criteria and parameters for service cost and price benchmarking
  • Researching and collecting cost and price information and statistics of healthcare providers
  • Analysing and interpreting data to translate into actionable insights to support strategic and management decision making
  • Analysing intra-cluster service cost output for patient episodic trends and benchmarking
  • Leading the intra-cluster Costing and Pricing workgroup to drive initiatives, e.g. annual fees revision exercise, price harmonisation, annual cost refresh
  • Coordinating with institution Costing and Price teams to ensure the National Costing Exercise and annual cost refresh are performed in accordance to the National Costing Guidelines
  • Single POC (point-of-contact) for intra-cluster Costing and Pricing related approvals with the GCFO
  • Participating in various systems implementations including Costing Systemisation, Billing Transformation, etc
  • Participating in MOH-directed initiatives to ensure mandated changes are coordinated and implemented across NUHS PHIs timely
  • Ensuring project timelines and deliverables are adhered to
  • Pro-actively escalate project risks for early intervention and mitigation
Requirements:
  • At least 3 years of relevant experience; experience in the public healthcare sector will be preferred
  • Degree in Accountancy, Business, Business Analytics, Statistics or Economics, ACCA and/ or CIMA
  • Aptitude for rigorous analytical thinking with strong sense of business acumen and stakeholders' engagement to understand the organisational issues and challenges
  • Experience in using statistical and visualization applications, e.g. Python, R, Tableau, Power BI to draw insights from large and multi-sourced datasets will be preferred
  • Ability to establish good network with various stakeholders, other PHIs, government agencies, etc
  • Highly driven, goal-oriented professional who can function well under highly stressful environment
  • Advanced proficiency in MS Office applications, such as Excel, VBA Macros, Power Point, Words
