Communicates SHES direction, targets and programs.He/She builds and sustains a pro-active safety culture in the BU along with engaged management visibility on SHES matters.He/She provides SHES functional leadership for everyone in the organization to engage in.He/She ensures effective governance and programs are established and continuously improved to enable SHES management to optimally operate individually on a facility level and collectively as a BU.He/She ensures that the BU SHES culture thrive along with the everchanging demands of day-to-day operations.He/She provides oversight and advisory function on the effective implementation at business and functional levels to ensure alignment of purpose and consistency in management approach.He/She ensures that the management program aligns with business objectives and goals.He/She leads the BU in compliance to local and national SHES regulations, statutory requirements and environmental emission standards.He/She leads the BU in aligning and conforming to SHES/SHE Aboitiz corporate requirements and programs.

• Develops practicable performance measures and targets in the attainment of short and medium-term goals.
• Develops programs to address requirements for SHES improvement.
• Communicates SHES direction, targets and programs.
• Regularly reports performance of the BU to the Management.
• Regularly reports to Management the level of SHES compliance on legal, statutory, and environmental standards.
• Establishes governance mechanisms on SHES management.
• Represents the BU in national level action and policy consultations; advises AP (and industry) positions as part of the government influencing process.
• Participates in O&M discussions to ensure BU and SHES understanding, interpretation, application are consistent.
• Advises on due diligence studies in support of business development initiatives on brown and greenfield projects with regards to SHES operational risks.
• Promotes and maintains a good level of stakeholder engagement on SHES external parties on government heads and key national and regional contacts, including industry focal points.
• Reports to management the results of audit activities.
• Builds the capability of BU SHES focal points.
• Reports on SHES and ISMS events/incidents or potential events or other security risks to the organization/committees in charge.
• Ensures BU capability in leading and performing incident investigations
• Ensures sustainable operation by matching manpower to business needs and developing their skills and capabilities to meet current and future needs of the business.
• Manages the performance of direct reports.
• Conforms to the BU's QMS, OHSAS, EMS, ISMS, BCM, AM policies, standards, procedures and guidelines based on ISO 9001, ISO 45001, ISO 14001, ISO 27001 standards.
• Maintain availability, confidentiality, and integrity of documents
• Provides advise to facility focal points in securing SHES related permits.
• Provides support to AP programs on areas related to SHES.

Competencies (knowledge-Experience-Capabilities)

• Ability to develop SHES programs and initiatives in line with AP and BU direction, strategy, legal and statutory requirements
• Ability to design, implement, and audit SHES management systems
• Knowledge on safe work systems, e.g. TRA, PTW, LOTO, critical lift, confined space, etc.
• Knowledge on SHES technical process hazard assessments, e.g. HAIRADC, HAZID, TRA, etc.
• Knowledge on incident investigation and root cause analysis
• Knowledge on Philippine SHES national and local laws and regulations, i.e. DOLE, BWC, DENR, DOH, EMB, LLDA, DOE, etc.
• Knowledge on incident management and command systems and structures
• Knowledge on day-to-day Geothermal and Solar power plant and operations
• Knowledge on pollution control, mitigation, and abatement processes
• Knowledge on pollution control management, processes and techniques

Minimum Qualifications:

• Bachelor's Degree in Engineering or any science related course

• Professional: At least 8 years of progressive experience in industrial SHES management in generation, oil and gas, chemical or related hazardous industries

• Leadership: At least 5 years of experience in managerial role

• Has a track record on implementing programs not limited to third party certification
