Job Description


Role Responsibilities

  • Candidate is responsible, in capacity in CFCC Advisory, FM, for supporting the Head, CFCC Advisory, FM, TM and FM ASA, in business planning management within the CFCC Advisory space.
  • Candidate will be responsible to Support the ongoing work within the Bank to identify and implement the requirements for the Financial Markets business to comply with global regulations impacting Compliance and the Business.
Strategy
  • Promote the culture and practice of compliance with Compliance and FCC standards (including conducting business within regulatory requirements, and to high ethical standards) within the Bank and embed a Here for good culture and the Group Code of Conduct.
  • Establish close links with colleagues covering other FM CFCC product advisory roles
  • Input to Group/Region/Country/Client Business operating model design of relevant Compliance, FCC and business processes for the FM business.
Business
  • Develop a comprehensive understanding of the business model and strategy in order to provide substantive oversight support and challenge in order to enable appropriate and sustainable CFCC outcomes.
  • Build and maintain an effective and constructive relationship with all key business and functional stakeholders that is based on trust, capability and integrity, providing timely, responsive and quality conduct, financial crime & compliance-related advice and guidance to enable the business and functions to meet/ achieve their strategic tactical objectives.
  • Provide robust challenge to senior management and all relevant business stakeholders where activities are outside risk tolerance/ appetite, escalating as necessary, until appropriate oversight and ownership is achieved including actions and plans to address any remedial action needed to come back within risk tolerance/ appetite.
  • Work closely with the business and its operational teams to provide timely advice to ensure compliance with all relevant laws and regulations and support the transition to pro-active and pre-emptive CFCC risk mitigation.
  • Support the resolution of competing requirements for new regulatory implementation as the impact the FM business.
Processes
  • Apply risk and data analytics tools/techniques to enhance risk identification and management capabilities within CFCC
  • Be involved in the development of compliance and financial crime related monitoring and conduct metrics to enable the CFCC function to analytically assess and anticipate potential risks.
  • Timely mitigation and resolution of risks and issues as they arise, establishing effective controls in collaboration with relevant stakeholders
  • Participate in CFCC technology projects, including support the development of business requirement documents, UAT, regression testing, etc.
  • Support the governance and oversight over the implementation of CFCC related policies and procedures with respect to FM to enable compliance with such policies and standards
  • Manage and analyse FM relevant data. This includes the identification of data related issues, challenges and opportunities, and data analysis associated with the execution of CFCC frameworks such as Compliance Risk Assessment, Group Risk Assessment and Conflicts of Interest
  • Maintain adequate Management Information ("MI"), and where applicable across the wider CFCC Advisory, ensuring key issues and matters are tracked, regularly assessed and reported on.
  • Monthly submissions on progress update for each deliverable, highlighting the issues and concerns, ensuring that that decisions are made in a timely manner.
  • Work with each accountable person to facilitate the timely delivery of their milestones
Governance
  • Attend relevant leadership meetings, and provide relevant reports to management and governance/risk committees.
  • Ensure appropriate governance measures are in place so that FM approval documents reflect all relevant regulatory and internal requirements.
  • Propose control effectiveness and efficiency improvements and simplifications where appropriate.
  • Within the Group\'s Enterprise Risk Management Framework, establish appropriate risk based CFCC framework for identifying, assessing, managing, monitoring, mitigating and reporting compliance and financial crime risks across FM.
Regulatory & Business Conduct
  • Display exemplary conduct and live by the Group\'s Values and Code of Conduct .
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
Other Responsibilities
  • Support the delivery of key priorities and initiatives aligned to the FM CFCC Advisory scorecard
  • Support the wider CFCC Advisory, as appropriate, to facilitate the day-to day running of the function, including generation of progress reports for CFCC Advisory Management review
Our Ideal Candidate
The incumbent will ideally require a combination of Compliance and FCC experience and business expertise and interest in Financial Markets, preferably with some background/experience on regulatory expectations and operational processes related to Financial Markets. The goal is to have a diverse team within CFCC who have a unique combination of expertise and experience.
The incumbent will ideally possess the following specific experiences:
  • 5+ years of experience in an international banking environment
  • Knowledge and experience of developing financial crime/compliance controls in an international banking environment, preferably combined with direct support of Financial Markets or other CIB business areas:
  • Demonstrated knowledge of Financial Markets products and emerging trends / themes in FM businesses
  • Ability to foster positive relationships with internal and external stakeholders at appropriate level ensuring open collaborative environment.
  • Ability to deliver outcomes efficiently despite complexity and ambiguity and work independently
  • Demonstrated relationship building skills - both internal and external across multiple jurisdictions
  • High level of integrity and professionalism
  • Strong planning and organizational skills
  • Strong written and verbal communication skills
