Job Description


:

  • Formulate business and operational plans, supporting the Director toward the management of SMU Office of Overseas Centres (OOC).
  • Translate strategic initiatives into business and operation plans with actionable items including exit strategies, accompanied by clear timelines and milestones for the setup of SMU Overseas Centres, considering key resources such as legal, financial, manpower, etc.
  • Establish operational risk matrix and its corresponding mitigating action plans for each Overseas Centres.
  • Responsible for budgeting and resources planning, which include investment, manpower, and all other operating expenses for the Office of Overseas Centres.
  • Manage for recruitment activity, training and developing talent, and succession planning of key appointments based in the Overseas Centres.
  • Communicate performance targets of the Overseas Centres to ensure alignment of centre\xe2\x80\x99s objectives to the office\xe2\x80\x99s objectives and the University\xe2\x80\x99s SOCIs.
  • Lead regular monitoring and reporting on business and service level goals, key performance indicators, and budget utilisation and regular review of processes, practices and internal controls with the aim to achieve process efficiency and effectiveness (including going digital), and addressing concerns on internal control weaknesses.
  • Support the Director for annual budget and forecast review of OOC operations and the planning and execution together with the relevant stakeholders to review milestones and deliverables of the initiatives related to internationalisation. This includes the development of business cases and plans, preparation of updates on project status and serving as the main point of contact for OOC.
  • Responsible for developing and implementing action plans, policies and ensuring an adequate system of internal controls at Overseas Centres, and be objective and inquisitive, with a knowledge of the activities and risks associated with Overseas Centres to ensure effective governance and to help the Director compile regular reporting to the University\xe2\x80\x99s leadership on Overseas Centre\xe2\x80\x99s. financial and operational performances. Management report will include updates, analysis, recommendations, project expectations, roadmaps, key deliverables and quantifiable goals
  • Represent OOC, together or in lieu of the Director in high-level meetings, events and official engagements.
  • Coordinate business and programme development with SOCI stakeholders, including fore-sighting new partnership opportunities with industry and government agencies to help grow the University\xe2\x80\x99s external revenue wings and contribute to regional social and economic development.
  • Work in partnership with the SOCI stakeholders to provide business and market intelligence and contribute to the University\xe2\x80\x99s internationalisation strategy, and to set and help advance stakeholders\xe2\x80\x99 strategic initiatives.
Qualifications:
  • Bachelor\xe2\x80\x99s Degree preferred.
  • Track record in managing regional businesses and operations in Singapore and Asia.
  • Minimum 8 years of relevant professional experience required. University work experience will be an advantage.
  • Comfortable with managing budgets and financial targets.
  • Exhibit successful track record in strategic planning and its execution.
  • Experienced in cross-cultural management and working within a matrixed international organisation.
  • Must be fluent in English, with outstanding written and oral communications skills. Being able to communicate in a 2nd Asian language proficiently will be an advantage.
  • Ability to gain credibility and trust with multiple layers of complex organisations from the University to industry, governments and vice-versa.
  • Proven ability to work under pressure to manage projects prudently to deliver high quality results.
  • Able to stimulate and develop new project ideas in partnership with internal and external stakeholders.
  • Excellent team player.
