Overview of Division/Department

ROM is established to provide operational support to all Asia-Pacific offices (include China offices) and to improve their operational efficiency & effectiveness through the following: * Conduct review, perform monitoring and collaborate with related departments to mitigate operational risks of overseas offices.

  • Prepare overseas offices\' Risk Profile report to assess their risk level.
  • Identify, review, analyze & manage operational risks of overseas offices by performing regular reviews on their Operational Errors Report (OER), Local Operations Committee (LOC), Intra-Office Inspection (IOI), Control Self-Assessment (CSA), Internal Operation Procedures (IOP), Business Continuity Management Minutes (BCM), Service Quality Evaluation (SQE) and review of new products IOP.
  • Work with overseas offices to understand their business, concerns, future plans & offer support to mitigate operational risk and potential BCP situation including during release of new systems.
  • Provide advices or coordinate with IOPD in clarifying queries received from overseas offices.
  • Implement strategies to prevent, eliminate & mitigate operational risks of overseas offices by providing opinions and advices for streamlining of workflow and processes.
  • Conduct and participate in regular meetings with Head Office to share information and activities about overseas offices.
  • Collaborate with related departments to provide support to overseas offices as necessary.
  • Provide training to upgrade the skills and knowledge of overseas offices.
  • ROM provides on-site and/or virtual online ad-hoc training to our overseas offices to improve operational stability.

Job Responsibilities
  • Manage projects and ensure the completion of all processes and tasks as a project manager of ISO 20022, facilitating communications about projects, expectations, results etc
  • PIC of overseas branch/s; Regional Operational Risk Monitoring -Contribute comprehensively in the areas of operational risk and provide cross-functional support between HO teams and overseas offices
  • Lead team members and vendors, as necessary, to complete all tasks as planned and as required.
  • Lead projects, which include resolving issues, managing vendors /resources /budgets /schedules, and prepare reports to management and Head Office for approval if required.
  • Coordinate all processes to ensure that all tasks progress smoothly for users and developers /vendors, as well as for external parties such as industrial parties, internal legal parties, auditors, and the compliance section in the Bank.
  • Communicate and negotiate with Head Office, and guide management in Asia regions properly with strong leadership in an appropriate way to promote projects.
  • Analyze operation processes of branches in Asian region, promote streamlining and standardization of processes, manage risks on business continuity appropriately and enhance operational resilience.
Job Requirements
  • A Bachelor\'s Degree.
  • At least 10 years of experience in banking and an intimate knowledge of banking operations and systems infrastructure.
  • Diverse knowledge of back-office operations (Remittance, Loans, Treasury, Trade, Deposit)
  • Prior experience of payment systems deployment and in depth knowledge in SWIFT and ISO20022 are mandatory
  • (e.g. business analysis of settlement workflow, drawing future settlement system architecture, defining data mapping of MX message element)
  • Prior experience of operations planning, IT systems planning and control, in a managerial /leadership position in financial institution is required.
  • Expertise in analysis of banking operation processes and operational errors, creation of banking operation procedure and planning of business continuity management will be strongly encouraged.
  • Experience in system integration and deployment in Asian countries will be strongly encouraged.
  • Familiarization with core banking systems such as ACBS, Eximbills, Flexcube, Temenos T24, Finastra Fusion will be strongly encouraged.
  • Experience and knowledge about IT budget planning and control including negotiation with relevant parties such as Head Office IT planning section will be an advantage.
  • Good problem-solving skills and the ability to acquire consensus among stakeholders
