Job Description


What the role is:

The Social Analysis and Transfers team in MOF-Social Programmes designs and partners MOF\'s implementing agencies to administer social transfer schemes, such as the GST Voucher Scheme, the Assurance Package, and the Pioneer Generation and Merdeka Generation Packages. You will oversee the financial procedures and governance measures for the administration of MOF\'s social transfer schemes, to ensure compliance with whole-of-government financial policies, including the optimal use of resources and proper accountability. You will also work with your colleagues and our implementing agencies to streamline and digitalise work processes for greater efficiency. You will work with a wide range of stakeholders, both internal and external, in a challenging, fast-paced environment, and can expect to be exposed to a diverse and highly challenging range of issues. The job will also provide you the opportunity to work closely with the wider finance community in the Public Service.

What you will be working on:

  • Review finance and governance frameworks for social transfer schemes such as the GST Voucher Scheme, Assurance Package and the Pioneer and Merdeka Generation Packages. This includes developing and monitoring of performance by our key partners, as well as establishing and renewing contracts and agreements \xe2\x80\xa2 Evaluate funding requests from MOF implementing agencies, conduct cost reviews and track budget utilisation for MOF\'s social transfer schemes \xe2\x80\xa2 Develop SOPs for and implement monthly reconciliation of finance accounts, and manage submission of financial returns and audit cycles. \xe2\x80\xa2 Streamline and digitalise work processes to improve efficiency of administration and strengthen internal controls.
What we are looking for:
  • Degree, preferably in areas related to Accounting, Business or Finance \xe2\x80\xa2 Strong critical thinking, analytical and communications skills \xe2\x80\xa2 Able to work independently and in teams, with strong interpersonal skills to work with stakeholders \xe2\x80\xa2 Meticulous and detail-oriented \xe2\x80\xa2 Familiarity with Government finance policies and systems, operations and audit in the Public Sector, as well as knowledge of technology applications in finance-related areas, will be an advantage
