The Education & Manpower Development (E&MD) team oversees policies and programmes which aim to build a skilled and future-ready arts workforce that will shape Singapore's cultural development.
To support the professional development of the arts sector, our key work includes manpower planning and development through research on the arts workforce, skills development and career support and organisational manpower practices.
You will be involved in translating insights and research into manpower policies, skills development initiatives, and strategic partnerships to advance the professional development and career sustainability of the arts sector. You will also work with partners across government and the arts ecosystem to strengthen the training landscape of the arts sector.

Analyse workforce data and industry trends to facilitate policy and strategy development of arts manpower by identifying priority jobs and skills, structural challenges and training gaps.
Build strong relationships and collaborate closely with strategic partners (tertiary education institutions and arts organisations) and government agencies to identify opportunities and develop initiatives to build skilled arts workforce.
Design, implement and refine capability development programmes (e.g. work-based training), balancing strategic policy objectives with practical ground realities for sectoral impact.
Contribute to other projects or initiatives aligned with the department's focus, as needed
What we are looking for:
Entry level applicants are welcomed if they demonstrate key competencies in areas highlighted in the job description.
Relevant working experience, together with a keen appreciation of industry development and workforce skills issues and work experience in the professional development (CET) landscape, will be an advantage.
Strong analytical and critical thinking skills.
Good communication, relationship management, project management and writing skills.
A team player who is self-motivated with a strong work ethic, able to independently deliver outcomes effectively and efficiently.
Passionate about the arts and culture, and good knowledge of the arts landscape in Singapore. Deep understanding of at least one of the following sectors (literary arts, visual arts, performing arts) will be an advantage.
