Role Responsibilities
The Basel IV, Regulatory Capital BA SME will be assigned to coordinate data sourcing requirements with respect to the implementation of various capital project implementation workstreams such as Basel IV Regulations and remediation of data backlog items. Specifically:

  • Engagement with TP system owners for creation of new data attributes and/or sourcing of existing attributes.
  • Understand the business requirement / regulatory requirement and translate into the data requirements, writing the ETL BRDs, DRD working with technology counterparts to do development, perform testing.
  • Engagement across Group Reg Reporting, Countries, Risk, Finance, Technology, etc.
  • Ensure BCBS239 compliance.
  • Centrally coordinate data requirements across Capital Squads.
  • Work collaboratively with Country Finance, Treasury, Group Capital Regulatory reporting and BAU teams to understand requirements and articulate them within the Business and data requirements document.
  • Actively engage with stakeholders (business, ITO, CDO partners) to deliver appropriate solutions as per planned timelines.
  • Support the Capital Data Journey Lead / Project Manager from conception through to post-implementation review, ensuring all necessary governance steps are followed correctly and completely.
  • Follow the structured approach to programme delivery and provide regular risk/issue updates to the project Manager.
  • Understanding on Basel-IV framework & allied guidelines with an inclination to appreciate the regulations as a Capital SME.
  • Requires conceptual and working knowledge of Data Warehouse with understanding of transformation staging layers.
  • Exposure to Agile tools (Confluence, Jira, Azure Dev Ops) is preferrable.
This role requires strong business analysis skills, sound understanding of the Systems Development Life Cycle, an understanding of functional areas specifically around the Capital risk, Basel regulation and reporting domain to satisfy delivery of business benefits.
A key workstream to note, SCB is embarking on a firm-wide Programme to prepare for the implementation of Basel III Finalization (Basel IV) regulations as these are finalised and come into law though the expected update to the Capital Requirements Directive & Regulations. The main objectives of Basel IV reforms are to reduce unwarranted variability in bank\'s calculation of risk-weighted assets (RWA) and improve comparability of Capital Ratios. The finalized rules will come into effect starting 2022 broadly covering the following components:
  • Standardised approach for Credit Risk
  • Internal ratings-based approach for Credit Risk
  • SA- CCR
  • CVA
  • Leverage Ratio
  • Securitisation
  • TLAC / MREL
  • Output floor
  • Market Risk (FRTB)
  • Operational Risk Framework
This role requires strong project management, business analysis skills and an effective communication style to operate across a wide range of geographies and Stakeholders. Experience of working in a data focused role in the Risk or Finance function of a large Financial Institution as well as experience of a Global Programme roll out is desirable. Good working knowledge of the SCB attribute data model would also be beneficial.

Our Ideal Candidate
  • 5+ years of functional experience in Capital risk, regulatory reporting change Management roles.
  • Detailed knowledge of attribute data model of large banking organisations.
  • Preferred experience with Moody\'s Fermat/Risk Authority risk calculation and reporting engine.
  • Knowledge of Basel Capital regulations and good understanding of financial risk.
  • Expertise in SQL and Oracle tools.
  • Experience with both waterfall & agile methodologies.
  • Experience in analysing data to draw business-relevant conclusions and in data visualization techniques and tools.
  • Strong communication and stakeholder management skills.
  • Interlock with upstream and downstream teams.
  • Communication champion with demonstrable experience of communications across multiple geographies.
  • Resilient, Enthusiastic & Result Oriented, a change driver who challenges the status quo in a creative manner.
  • Adept at handling multiple tasks at once and within an extremely deadline-driven environment.
