As a Business Analyst in a Government Agency, you will be part of the GovTech project team (Product/Project Manager, Solution Architect, Technical Services Consultant) to deliver ICT capabilities aligned with Singapore's Smart Nation vision.
You will:
Elicit business needs and analyze problems to scope, define, and deploy digital solutions.
Work with outsourced/co-sourced/insourced development teams to ensure solution delivery.
Advise stakeholders on digital technology best practices.
Collaborate with stakeholders for solution deployment and adoption.
Key Tasks:
Partner with business teams to:
Identify citizen/business needs using human-centric, visual methods (e.g. service journeys).
Develop business cases.
Work with GovTech and project teams to:
Develop user stories, specifications, and acceptance criteria.
Evaluate and recommend technologies aligned with GovTech's direction (e.g. cloud-based systems, enterprise architecture, SG Tech Stack).
Identify and apply appropriate development methodologies (Agile, Waterfall) based on the environment (Outsourced, Co-Sourced, In-house).
Plan, review, and conduct testing and data conversion.
Drive product/system readiness for deployment, adoption, and operations.
Analyze change impact and propose continuous improvements.
Collaborate with support teams to resolve technical issues (O&M phase).
Experience & Skills Needed
Education:
Degree or Diploma in:
Computer Science
Information Systems
Infocomm Technology
Computer/Electronics Engineering
Or a related discipline
Experience:
Consultant
: Minimum 3 years
Senior Consultant
: Minimum 5 years
Involvement in at least one full software/product development cycle (preferably Agile)
