The Role
As the
Business Development Manager (Public Sector & GLCs)
, you will drive growth across Singapore's
government and public-linked enterprise segment
, developing strategic relationships and securing opportunities in technology transformation projects.
This role requires strong commercial acumen, a deep understanding of Singapore's public ecosystem, and the ability to position cutting-edge technology solutions effectively.
Responsibilities
Develop and execute business growth strategies targeting government agencies, statutory boards, and Temasek-linked companies (e.g., ST Engineering, Singtel, CapitaLand, Keppel, Sembcorp, etc.).
Identify, qualify, and pursue opportunities in AI, Data Analytics, Cloud, Application Development, and IT Managed Services.
Manage the end-to-end business development cycle, including prospecting, tender (GeBIZ / RFP) management, proposal development, and deal closure.
Build trusted relationships with senior stakeholders, procurement teams, and project sponsors.
Collaborate with solution architects and delivery teams to develop customized proposals and presentations.
Track market developments, government digital policies, and public-sector investment priorities to identify emerging opportunities.
Prepare market intelligence and competitor insights to support management decisions.
Requirements
Degree in
Business, IT, Engineering, or related fields
.
5 years
of relevant experience in
business development, key account management, or sales
within the
public sector or GLC ecosystem
.
Experience in public procurement processes, including GeBIZ and ICT framework tenders.
Strong understanding of enterprise technology (AI, Cloud, Data, or Digital Services).
Experience managing framework contracts or long-term technology partnerships with public entities.
Knowledge of AI applications, cloud infrastructure, or digital transformation in regulated sectors.
