The Chief Human Resources Officer (CHRO) serves as part of the senior leadership team reporting to the President. The CHRO has responsibility for planning, developing, and implementing system-wide initiatives and strategies that support human resource acquisition and management, employee engagement and customer service excellence.

The CHRO is expected to be an enterprise-wide thinker who develops the HR strategic plan to ensure alignment with the ORGANISATION and its entities. This includes developing and implementing HR policies and guidelines that can link the ORGANISATION\'s strategies and policies. The CHRO has overall accountability for managing and complying with organizational and labour policies. Key areas of responsibility include system-wide recruitment, retention, and succession strategies; organizational development and training initiatives; compensation; performance management; employee engagement and communication; management of HR systems and analytics as well as payroll operations.

The responsibilities of this role are:

  • Develops and creates, in consultation with the President, Board of Directors, C-Suite and other senior leaders, a comprehensive, long-term, strategic, and proactive HR Strategy, which is consistent with the strategic goals, plans and aspirations of the ORGANISATION.
  • Work as part of the senior leadership team on various committees and forums. This includes being a member of the steering committee for Risk Management, ORGANISATION Growth plans, Environmental Health and Safety, Cybersecurity, etc.
  • Manage payroll budgets as well as HR operational budgets within the guidelines of the ORGANISATION as well as the Government. The CHRO will need to ensure prudent spending in manpower costs and works closely with the CFO, President, and senior leadership to ensure that wage costs align with company profitability and cost control measures.
  • Manage general administration of organisation, which includes expat management, drafting of policies pertaining to governance and appointments.
  • Manage partnerships which includes working closely with Department Heads on talent succession and planning, retention of top tier talents and performance management of Department.
  • Manage research hiring and contract renewals, including administration relating to employment passes and S-passes. Partner with Departments Head and C-Suite for Research to ensure employees salary competitiveness and retention of core talents in the departments.
  • Manage Resourcing of all talents in the company, which includes senior leadership roles, corporate hiring, as well as administrative hiring. The CHRO will have to ensure the highest service standards and turnaround time as well as high quality hires for current and new vacancies
  • Manage HR system implementation and automation, ensuring that system has good user interface and provides up to date HR Dashboards to department heads for decision making in the talent arena. Keep up to date with latest HR technology to ensure excellent employee experience.
  • Providing quantitative and qualitative data relating to talent using HR analytics as well as up to date employee surveys, including pulse surveys, user experience surveys, climate surveys, etc.
  • Manage performance management process, including developing the balance scorecard together with President, C-Suite as well as other senior management and department heads, to measure company performance on a yearly basis. This includes working closely with board Executive Committee to derive a yearly bonus pool for distribution to employees.
  • Work closely with Executive Committee and Chairman on top management succession planning.
  • Work closely with Marketing and Comms on promoting the ORGANISATION\'s talent brand and positioning in various social media platforms, digital and print media.
  • Manage the payroll operations of the company, ensuring timely payroll to employees and working closely with Finance to ensure accurate GL posting. This also includes working closely with key stakeholders to ensure accurate cost charging to different projects in the ORGANISATION, research institutes and external grant bodies.
  • Oversee the Human Capital Development of the ORGANISATION, including training needs analysis, planning, and developing core training programs for staff, leadership development as well as skills taxonomy.
  • Oversee organizational culture and development, including culture alignment and values.
  • Manage employee engagement activities to achieve a positive climate and culture.
  • Develop key company policies pertaining to Human Capital Management, fair employment, and other key administrative policies.
  • Oversee shared services which include front desk customer service, travel management, stationery, and supplies, as well as processing of various work passes for visitors, employees, and short-term contractors from overseas.
  • Manage the expatriates housing policies for overseas deployment which includes rental rates, policies, and guidelines for expatriates housing welfare.
  • Work closely with Goverment to provide key statistical information relating to employees as well as people policy matters pertaining to ORGANISATIONs.
  • Strategize and manage the career framework for administrative staff as well as researchers. Ensure salary and benefit competitiveness through annual salary review and surveys.
  • Manage Senior management compensation and negotiation.
  • Other duties as assigned.
