Job Description


Context

SMRT Circle Line (CCL) has been operational for over 12 years since 28 May 2009. It is a true-blue OMS Operations-Maintenance-Service MRT Line. The Focal Line of the Land Transport Master Plan, CCL connects the North-South, East-West, North-East, Downtown MRT lines and will also link to the Thomson East-Coast Line (TEL) and potentially other upcoming lines as an orbital line.

CCL currently has 30 operating stations and one depot, Kim Chuan Depot (KCD), which is located at 11 Kim Chuan Road, Singapore 537065. KCD is the largest underground depot in the world and provides maintenance, stabling and operational facilities. CCL will form a full circle in 2025 when the 3 additional stations are completed. By then, KCD will also double in size to 28 hectares, the equivalent of 44 football fields to hold 133 trains.

CCL currently has an organic setup of 785 positions and is supported by several specialized domain clusters of Centres of Excellence and outsourced agencies. The Innovation & Resource Office (CIRO) is a small setup within the CCL Headquarter Office. Its mission is to drive the CCL business sustainability through innovation, financial prudence, and staff engagement.

Job Purpose

This Specialist will assist Head, Innovation & Resource Officer to oversee CCL financials; work closely and collaborate with cost centre managers and business partners. This Specialist will also assist Head, Innovation & Resource Officer to develop and formulate stratergies to ensure CCL\'s financial KPIs are delivered.

Responsibilities

  • Maintain oversight of CCL budgets and financial KPIs.
  • Generate and prepare monthly financial updates, compare budgets against actual expenditures, note significant variance and seek reasons.
  • Assist branches to identify major cost drivers based on past years expenditure to support management decisions.
  • Receive proposed budget from Operations and Maintenance branches and examine for correctness, completeness, and compliance to budgeting guidelines.
  • Facilitate budget approval process which includes uploading budget information to system.
  • Be well-versed with the company\'s financial policies and procedures.
  • Provide financial guidance for Operations and Maintenance branches.

  • Extract cost information for analysis and management\'s review.
  • Digest updates to financial procedures and update, as necessary. Identify key changes for documentation and learning.
  • Assist with planning and organization of workplace activities to bond teams and improve camaraderie.
  • Assume the role of Document Controller Officer (DCO), co-held by Preparation Party (Prepared By), for respective documents prepared within department.

  • Every staff in Circle Line is responsible for their own as well as their Team\'s Safety. Staff shall uphold the CCL Safety Mission and 3 principles to complete tasks, perform duties, fulfil the goals of the organization and adhere to the individual roles and responsibilities as defined in Chapter 6 of Health, Safety & Environment (HSE) Management System.
  • Render assistance as appropriate to CCL Senior Management as directed.
Qualifications & Work Experience
  • Degree from a recognized institution, preferably in Engineering or Finance disciplines
  • Diploma in the above with 5+ years of experience in similar appointment can be considered
  • Highly analytical and structured thinking, a love for numbers, with strong ability to think creatively
  • Ability to assess and handle financial, confidential, and sensitive information appropriately in the best interest of the company
  • Meticulous and attentive to details

Skills
  • Good understanding and knowledge of SAP & Maximo.
  • Proficiency in Microsoft Office Suite.
  • Spreadsheet proficiency - using formulae and advanced functions to prepare and generate reports using graphs and charts.
  • PowerBI proficiency is a bonus.
