The Operation Climate Finance Specialist / Senior Specialist will be responsible for supporting the delivery by the Investment Operations teams of climate finance to achieve AIIB\'s climate-related commitments, i.e., achieving at least 50% climate finance share by 2025 and full implementation of aligning all its new financing operations with the goals of the Paris Agreement from July 1, 2023. The position involves activities to:

  • Support the implementation of Bank\'s climate commitments at operation level.
  • Assess projects against requirements related to Paris Agreement alignment and climate finance and provide advice, guidance and technical assistance to Clients and internal counterparts (including drafting of relevant documents) throughout the project cycle.
  • Collaborate with other AIIB specialists, such as policy officers, environmental and social specialists, and build relative to experience, to help project teams deliver comprehensive solutions and value-add to Clients.
  • Support, at the operations level, the setting up of any climate-related monitoring and reporting provisions as part of overall environmental and social monitoring and reporting as agreed with the Client.
Responsibilities:
  • Support AIIB with implementation of its Paris Agreement alignment commitment at the operations level along the project cycle by participating in the identification, appraisal, design and implementation of investment programs and projects from the climate and environmental dimensions and support Clients to conduct the relevant assessment.
  • Appraise the climate risks (both transition and physical risks) and assist with the development of appropriate response measures as part of the investment projects/programs, both Sovereign-backed Financings (SBF) and Nonsovereign-backed Financings (NSBF), including financial intermediaries (FI) projects, against the requirements of Bank\'s policies and guidance.
  • Provide guidance and support to the design of proposed mitigation and adaptation actions in investment operations, including assessing the climate impacts of projects, and supporting the tracking and reporting on climate finance.
  • Support the Bank-wide capacity-building activities on climate and the broader environmental agenda.
Requirements:
  • Master\'s degree in engineering, finance, economics, climate and environmental policies, or a related field.
  • Minimum 5-8 years (for Specialist, 8-10 years for Senior Specialist) of experience in relevant climate topics, including assessment of physical climate risks, climate resilient infrastructure, climate technologies including both adaptation and mitigation, mobilizing climate finance, and designing and implementing innovative investment project/programs.
  • Familiarity (knowledge or experience would be an advantage) of broader environmental context in any of the relevant sectors (e.g. transport, energy, urban infrastructure).
  • Proven track record of promoting impact-driven investments, including direct experience in sourcing and structuring climate or green finance opportunities.
  • Experience in leading or supporting the preparation and implementation of climate-related considerations in investment operations/projects, including through capital markets).
  • Experience in the development of guidance notes and tools for maximizing climate finance in investment operations.
  • Familiarity with the operations, policies and procedures of international financial institutions, and experience in processing and implementation of projects in core infrastructure sectors (e.g., transport, energy, urban infrastructure, manufacturing and industries, agriculture), is preferable.
  • Understanding of the joint multilateral development banks (MDB) approach for assessing Paris alignment and the joint MDB climate mitigation and climate adaptation finance tracking, as well as external climate initiatives like SBTi, TPI, PCAF, and others is strongly recommended.
  • Familiarity with climate risk assessment tools like ThinkHazard!, NGFS climate scenarios, WRI water risk, etc.
