The Commissioning Manager leads and manages all commissioning activities for marine and offshore projects, specifically FPSO/FSO vessels, from pre-commissioning through to handover. The role ensures systems are safely and efficiently tested, commissioned, and verified to meet project specifications, class and client requirements.
Key Responsibilities
1. Project Planning & Management
Plan, source and allocate manpower required for project completion
Develop and implement commissioning execution plans, procedures, and schedules aligned with overall project milestones.
Define system boundaries, sequence of commissioning, and interface with construction and operations teams.
Review and approve commissioning documentation, test packs, and completion dossiers.
Lead commissioning readiness reviews and coordinate system handover between Construction, Commissioning, and Operations.
2. Technical & Operational Leadership
Supervise multi-disciplinary commissioning teams (mechanical, electrical, instrumentation, process, and marine).
Ensure commissioning works are carried out in accordance with design intent, safety standards, and client specifications.
Monitor progress, identify bottlenecks, and resolve technical issues promptly to maintain project schedule.
Coordinate with OEMs and vendors during equipment pre-commissioning, functional testing, and troubleshooting.
3. HSE & Quality Compliance
Enforce compliance with HSE procedures during commissioning and start-up activities.
Lead risk assessments and ensure permits, isolation procedures, and safety controls are in place.
Verify all systems meet quality, class, and regulatory standards before handover to operations.
4. Documentation & Handover
Manage system completion records, punch list clearance, and as-built documentation.
Ensure smooth transition from commissioning to operations, including training of operations personnel.
Prepare final commissioning reports and lessons learned documentation.
Qualifications & Experience
Degree in Mechanical, Electrical, or Marine Engineering (or equivalent discipline).
Minimum 8-10 years' experience in commissioning roles within the FPSO/FSO, offshore production, or shipyard environment.
Proven experience leading multi-disciplinary teams on large-scale offshore conversion or new-build projects.
Strong understanding of process systems, control systems, marine utilities, and topside equipment.
