Job Description


Responsibilities:

  • Responsible to demonstrate visible safety leadership and commitment to excellent HSSE performance, by applying relevant HSSE Standards and local requirements on all Construction, Pre-Commissioning and Commissioning activities.
  • Deliver the Project requirements for mechanical and system completion & commissioning activities to ensure that the Project’s requirements can be executed to meet Client, applicable classification, statutory rules, and project specifications on time and within budget.
  • Ensure Mechanical Completion, Pre-Commissioning and Commissioning is well planned, and proceduralised by review and approval with client to ensure safety of personnel and asset. Plan to maximise onshore commissioning and minimise offshore manpower and vendor support requirements.
  • Responsible for attending with the engineering contractor the design stage reviews, and participate in HAZIDs, HAZOPs and conceptual review workshops. Ensuring the FPSO is compliant with State Regulatory requirements.
  • Develop Factory Acceptance Testing Plan to coordinate with Engineering and QA/QC for attendance to test locations, and ensure non-conformance to design, technical specifications and regulatory compliance is recorded and addressed.
  • Ensure computerised commissioning management system (CMS) is used for Mechanical Completion and is suitability robust for Pre-Commissioning and Dynamic Commissioning.
  • Provide support in interpretation of Contract technical requirements and to provide / suggest resolution to any technical dispute, NC’s, Variations, or outstanding punch.
  • Provide strong and robust support and status reporting to the Project Manager and Engineering Manager to ensure delivery of the FEED and EPC in accordance with agreed Project Execution Plan.
  • Support the Nominated Project Manager in establishing the Project Organization and the Project Execution Plan.
  • Responsible for provision of verification, assurance and sign-off of the commissioning and testing at the yard for delivery of:
  • System and sub-system scoping
  • Commissioning Division of Responsibility matrix including links to Engineering
  • Interface Management
  • Turnover Completions Package index correlated with Commissionable systems
  • Handover procedures, including acceptance tests, forms, and work processes including Hazardous Zone compliance
  • System testing procedures and N2He testing
  • Resourced Completions and Commissioning Schedule
  • Risk Management (system specific) and mitigations

Requirements:


  • Professional certification in Multi-disciplinary Engineering and MSc Project Management Fundamentals. Certification in Class 1 Marine Engineering and Chief Engineers 1st Class COC.
  • Minimum 25 years of Floating Production experience, including multiple FPSOs throughout relevant onshore and offshore phases with Clients and EPCs globally, of contract values above USD 1 billion.
  • Minimum 20 years of experience in fabrication, construction and ship building projects worldwide, holding positions of responsibility as a scope manager or scope lead.
  • Minimum 5 years Hook-up and start-up offshore experience in a senior leadership role managing multidisciplinary/multicultural teams.
  • Involvement in multiple FEED Deliverables and FEED Phase to FID, including input to technical and commercial bidding for all completions, commissioning, and start-up scope.
  • Subject Matter Expert in writing completions philosophies, strategies, and developing commissioning plans and budgets (CAPEX and OPEX).
  • Expert Knowledge of Mechanical and Systems Completion and Handover to operations including milestones for Sail-away, Hook-up and FPSO Start-up offshore on location.
  • Extensive knowledge and experience with regions of high regulatory compliance and flag states including European, South American and Australia states.
  • Excellent knowledge of Gas Systems, LPG, LNG, FSRU and FGSO.
  • Previous Operations experience as Superintendent, Gas Engineer, or Offshore Representative is an added advantage.
  • Extensive experience in handling of high voltage power generation and steam generation for production.
  • Previous experience in Brazilian Fabrication/shipyards.
