Job Description

The role will involve being accountable for the technical resource delivery at programme and project level. The candidate will ensure technical outputs meet the requirements of the ARA Global construction Pte Ltd as well as meeting project affordability within timescales agreed with the project teams. Outperform on cost whilst maintaining quality and delivering on time against a backdrop of repeatability and challenge where deemed appropriate. Provide technical support during assembly as required.


The construction Manager has the ultimate responsibility and accountability for the safe, efficient and cost-effective performance of project assigned. He/She advises and updates the project Director on the project's operations and monitors the budget and expenditure of the project closely. He/She also manages the project's maintenance to ensure its effectiveness and continued compliance to regulatory requirements.


The Construction Manager monitors adherence to the organisation's risk management procedures and develops a framework to manage risk in the organisation, and oversees the implementation of workflow improvements that may enhance subcontractors' and clients' satisfaction.


The Construction Manager closes out all vetting, audit and investigation observations to prevent recurrences. He/She has a good understanding of the technical and operational matters and possesses good analytical, problem solving, time management, project management and decision making skills.


Furthermore, to lead, support, mentor, and coach other dedicated, skilled engineers, planners, architects, or other technical staff from both project and team perspectives. Construction manager is responsible for designs and serve as a senior technical advisor and practice leader within the team. Key Responsibilities

Plan all technical aspects of the programme and projects, working with the clients and designers, to assist in the formation of a design strategy, ensuring that this is adhered to, supported by a plan for stage involving the wider team. Ensure rigorous application of the risk and value process and challenge technical solutions to provide best value. Guide other PM's and Assistant PM's in the budget and schedule management of the technical aspects of projects. Be responsible to the PDM for delivering and coordinating all technical aspects of the project in accordance with the plan and budget. Work with the company director to agree technical resource required, forecast and manage resource costs throughout the project. Communicate with other PM's and Assistant PM's regularly and proactively about project and technical details; communicate any significant technical challenge, deviation from procedures and metrics, or incidents that occurs on projects. Ensure that any and all external design works are undertaken by suitably qualified and experienced teams which are provided with clearly defined scope culminating in agreed costs and timescales. Attend tender meetings and, where needed, chair design meetings. Fiscal responsibility for the associated technical portions of a project. Work with other teams to share resources (or formulate a resource management sentence) Lead technical aspects of project meetings. Assist in communications with clients and major contractors.

Essential

Previous experience in a similar role in the field of tunnelling, building construction, bridges and road constrction, structural steel works, deep excavation, pilings and d-walls, soil improvements and landscaping works. Must Have RE certificate from IES. Able to work beyond working hours in case of any project need, Previous experience in design works or design and build projects. Must have the full knowledge and experiences in Singapore authority submissions for new projects. Must be involved in priliminary survey to handingover of the projects until CSC and TOP. Registration as a Professional in the appropriate field of expertise (PE board/IES/BCA). Self-motivated, engaged, and team-oriented with the ability to work independently. Execute multiple tasks under tight deadlines and prioritize responsibilities. Understand planning and/or design concepts and methods and challenge convention for the benefit of the department. Excellent analytical skills and attention to detail. Excellent oral and written communication skills. Willingness to mentor and lead technical staff. Energetic, flexible, confident, and forward thinking. 5+ years of experience in the civil and construction field of expertise and 5+ years of experience in leading teams. Good team worker but able to exercise own judgement and able to work independently and make decisions. Effective communicator. Ability to collaborate and integrate into a wide team. Ability to take responsibility and ownership. Excellent prioritization and planning skills. Ability to challenge. Desire to strive for personal development.

Necessary professional qualifications

BEng recognized and approved by PE board/ IES and working towards professional status (eligible to be a technical controler which is registerd by BCA). Must be proficient in Primavera P6 and MS project. Must be proficient in AutoCAD. Must possess "Risk management and implementation plan" certificate. * Other necessary safety certificates in construction industry.
