Job Description


The In-Business Risk & Control Officer for the Asia region is a strategic professional who stays abreast of developments within its field and contributes to directional strategy by considering their application in own job and the business. The IBRC Custody lead will collaborate with the regional Custody Product Head, Operations and Technology management, business management to ensure the risk and control framework is maintained and risks identified. The individual will help apply standards to ensure we measure the risk accurately, capture, report and escalate risk issues and so corrective measures can be taken to mitigate the risk. Recognized technical authority for an area within the business and requires basic commercial awareness. There are typically multiple people within the business that provide the same level of subject matter expertise. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Provides advice and counsel related to the technology or operations of the business. Work impacts an entire area, which eventually affects the overall performance and effectiveness of the sub-function/job family.

Responsibilities:

  • Ongoing independent risk oversight of Custody Services which includes both the sub-custody network of branches and Global Custody sub-products,
  • Partner with and challenge Custody Product and Regional Business Heads, Coverage and other first line business colleagues on risk and control matters and operating processes
  • Collaborate with second line partners in other risk areas e.g. Operational Risk, Legal, ICRM Compliance and 2LOD Product Risk to ensure second line holistic coverage of the Custody businesses
  • Assist with the implementation and on-going support for the Master Control, Assessment (MCA)
  • Assist with the on-going support for the Securities Services WCR Procedures and, as the service evolve, continue to adapt the standards for the Asia region, as required
  • Identify key operational and emerging risks through review and continuous evaluation, design, and execution of appropriate controls and compliance
  • Conduct periodic deep-dive into specific country or product on the basis of risk & control issues
  • Maintain and deliver efficient risk and control governance structures
  • Partner, collaborate, and work with other areas within Citi across lines of defence
  • Advise business executives on credit risk and control matters and ensure new business activities are addressed with appropriate control design
  • Keep abreast of regulatory changes, new regulations and internal policies and ensure business compliance for the region
Qualifications:
  • 4-5 years relevant work experience in Product, Business Risk & Controls
  • Knowledge of Custody and FX. Also, Agency Securities Lending, and Collateral Management, Issuer Services and Execution Services, is an advantage but not essential
  • Familiarity with frameworks that deliver policies and procedures to ensure compliance with relevant laws, rules, and regulations
  • Track record of managing stakeholders at all levels and within complex organisational structures
  • Proficiency in MS Office applications (Excel, Word, PowerPoint)
  • Consistently demonstrates clear and concise written and verbal communication kills
  • Effective organizational influencing skills required.
  • Excellent problem-solving skills, ability to see the big pictures with high attention to critical details
  • Demonstrated ability to develop and implement strategy and process improvement initiatives. Education:
  • Bachelor\'s/University degree or equivalent experience, potentially Masters degree
Skills/Competencies:
  • Strong verbal and written communication skills; ability to present ideas to audiences at all levels internally and externally
  • Demonstrated track record of collaboration across multiple, disparate internal and external business groups
  • Ability to efficiently dissect processes, front to back, with aim to identify risk and control gaps
  • Ability to manage multiple projects and priorities across teams and work effectively under pressure in a rapidly changing environment
  • Working knowledge of Clearing systems/Infrastructures and how they relate to Custody business
  • Ability to work with different business and functional teams
  • Self-starter, flexible, innovative and adaptive
  • Detail-oriented and structured
  • Strategic agility and ability to challenge
