The Health Promotion Board (HPB) is seeking a highly motivated and dynamic Data Engineer to join the Monitoring and Surveillance Department. The jobholder will focus on the track of work relating to the management of registries - these include several national disease registries and the National Immunisation Registry. The jobholder will play a key role in the generation of high-quality registry data to guide the formulation and review of public health policies, strategies, and programmes at the national level. He/she will have the opportunity to work closely with stakeholders from multiple government agencies and healthcare institutions.

The jobholder will play a key role to:

• Oversee and build on data systems and pipelines for data received from healthcare institutions across Singapore (both public and private sectors) for diseases registries under the National Registry of Diseases Office and the National Immunisation Registry

• Drive data engineering processes relating to data extraction, transformation, integration, and imputation: These include analyzing and organizing raw datasets from different source systems to facilitate the creation of required central datasets that are available in a consistent and machine-readable format . Drive processes for continual improvement of data acquisition workstream: These include automating parts of the data acquisition processes which are manual, optimizing data flows and data delivery, contributing to re-designing of data infrastructure/architecture for greater efficiency / scalability, and establishing ways to improve data quality/reliability

• Extract / assemble data from diverse heterogenous datasets into structured formats and tables based on business requirements to facilitate downstream data analysis . Create and maintain a facilitative data ecosystem for internal and external stakeholders to exchange data expediently and derive value from data exploitation and analytics

• Work with biostatisticians and data scientists to conduct data analysis and report findings from the various datasets

• At least 3 years of working experience in data engineering, data management or related fields
• Excellent knowledge of SQL and in-depth experience working with relational databases as well as working familiarity with a variety of databases e.g., Oracle, MySQL, MS-SQL, etc. Experience in NoSQL databases will be an added advantage.
• Proficiency in object-oriented/object function scripting languages e.g., Python, Java, C++, VB etc. or software tools for ETL e.g., Jupyter Notebook, Python, Pandas, Talent etc.
• Experience / proficiency in performing root cause analysis on data, IT related issues and processes to address specific business questions and to identify opportunities for improvement
• Experience / proficiency in handling processes for supporting data transformation, data quality, data structures, metadata, dependency, and workload management
• Experience or knowledge of data security, privacy, protection, and governance work will be an added advantage
• Strong problem solving and critical thinking skills, with ability to connect the dots, grasp new concepts and work with ambiguity
• Excellent interpersonal skills to build collaborative relationships with a wide range of stakeholders with differing data handling experiences
