JOB DESCRIPTION: Deputy, Chief Executive Officer

The EtonHouse Community Fund (ECF) is an independent IPC charity started in 2015 to improve the lives of children and youth in Singapore. We were launched by EtonHouse International Education Group, a Group that runs more than 120 schools across 12 countries. Over the years, ECF has initiated a range of programmes and championed causes that have benefitted more than 17,000 children and youth from low-income families. We received the MSF Cares Award in 2019 and in 2020, and was commended by President Halimah Yacob for our initiatives to support the community during the Covid19 crisis. JOB TITLE: Deputy, Chief Executive Officer (Deputy, CEO)

REPORTING TO: Chief Executive Officer and Board of Directors, EtonHouse Community Fund

SUBORDINATES (3):

  • All of organisation, from Board Members to volunteers
  • Internal and external stakeholders including partners and beneficiaries
KEY RESPONSIBILITIES:

The Deputy CEO will work closely to assist and support the CEO and Board, and is responsible for providing leadership, developing and implementing ECF's strategic and operational plans; leading on partnership, programmes, marketing and business development; and being an advocate for the charity and its beneficiaries. The incumbent is responsible for ensuring financial control and good governance of the charity.

Leadership
  • Lead, support and motivate staff and engender their commitment to the charity's aims.
  • Develop and maintain effective working relationships with organisations and individuals to promote the charity and facilitate the implementation of its strategic objectives.
  • Instil a culture of professionalism, supported by coaching, training and development.
  • Co-ordinate with ECF managers to share best practices to achieve the mission.
Strategy
  • Liaise with the CEO and Board on the strategic vision and be responsible for implementation.
  • Responsible for the development and execution of the charity's agreed business plans.
  • Identify and assess strategic risks, issues and opportunities; initiate and lead corresponding changes.
Partnership, Programmes, Marketing and Funding Development
  • Lead the promotion and development of ECF's work, and raise the charity's profile
  • Develop beneficial partnerships with supporters, donors, other charities and all relevant authorities/organisations.
  • Work towards the achievement of long-term sustainability, developing the charity's business model and maximising funding / income.
Operations
  • Lead the implementation of all operational plans.
  • Responsible for administration, finance, IT (via EtonHouse pro bono shared services), fundraising, programmes and partnerships, training, marketing and communications.
  • Ensure that ECF services and projects are delivered to agreed standards.
  • Responsible for the recruitment, management, appraisal and remuneration of staff.
Financial Control, Governance and Compliance
  • Lead the management of finances and resources to ensure regulatory compliance and sustainable growth.
  • Responsible for the financial leadership (including budget) of the charity.
  • Develop and lead on the implementation of the charity's financial plans, formulating income generation strategies and activities
  • Ensure that the charity's overall governance structure, policies and procedures are appropriate and effective.
  • Attend all Board meetings and prepare an advance agenda of each meeting detailing matters of interest.
IMMEDIATE CHALLENGES:
  • Establish and enhance team capability (people, systems and processes)
  • Establish and execute fundraising initiatives according to agreed goals
  • Expand Joyful Learning programme with 2023 target of 20 centres
  • Implement Volunteer and Donor Management System (including Accounting and Budget modules) upon NCSS grants approval
  • Establish strategies to publicise programmes and activities to aid fundraising and attract volunteers to support ECF causes
DIMENSIONS:
  • Income for FY2021 is S$1.8m - to diversify and increase sources of income
  • Manage a team of 3 managers
  • Volunteer base of around 300 expected in 2023; to deepen engagement and identification of key volunteer profiles
PRE-REQUISITES:
  • Considerable achievements in a senior position within a Charity / Not-For-Profit organisation (or Profit & Loss experience within Corporate)
  • Prior experience in fundraising is highly desirable
  • Experience of effective partnership, development and external relationship management.
  • Experience of managing, motivating and developing staff
PROFESSIONAL EXPERIENCE:
  • Experience in business planning, business development and fundraising.
  • Experience in project management and service delivery across multiple functions.
  • Financial management skills including budgeting and delivery of cost and income targets.
  • Robust approach to governance, controls and definition/implementation of new processes, with experience of financial and risk management.
  • Experience of collaborating with volunteers.
  • Experience of managing organisational change.
CRITICAL COMPETENCIES:
  • Ability to pursue ECF's objectives with drive and commitment.
  • Effective leadership, management and motivational skills.
  • Highly organised and personally effective.
  • Strong financial skills, including the ability to analyse budgets and accounts and manage the annual budget
