Office of Commercial and Auxiliary Services (OCAS) oversees the management of estate leases and commercial services (such as leasing of spaces for F&B, amenities & lifestyle services, short-term accommodation, and meetings/events), and auxiliary services (such as car parks, shuttle bus services, campus security, business continuity planning and emergency management) for NTU\xe2\x80\x99s main campus, Novena campus and NTU@One-North campus.

We seek a forward thinking, adept, passionate and influential leader for the position of Deputy Director (Auxiliary Services). The Deputy Director is responsible for providing strategic leadership and oversight for the management and operations of Auxiliary Services, comprising transport, campus security (including all security devices and integrated security platform) and business continuity and emergencies management.

Responsibilities:
  • Provide strategic leadership and overall sight for the following in line with NTU\xe2\x80\x99s mission, vision, values, and goals.

  • Campus Security:- Develop the overall campus security framework and policy , including working closely with the Singapore Police Force and stakeholders, to provide a safe and secure environment for students, faculty, staff and campus visitors of the University. This includes the management and operation of the contracted security vendors in the deployment of security guards, integrated security platform and devices (including preventive maintenance).   • Business Continuity Planning and Emergencies Management: - Conceptualizing, driving, and managing the Business Continuity Plans for the University, including developing Business Continuity Management strategy/framework/policies, besides reviewing and leading in implementing business continuity and disaster recovery plans/strategies. This is to ensure continuity of critical business functions during a crisis and to respond promptly to emergency incidents, promote and raise awareness to strengthen the community\xe2\x80\x99s readiness to emergency situations. In addition, the portfolio will oversee and manage emergency response and crisis management, as well as advise campus security on the response strategy.

  • Transport:- Management of car parks (including transport related solutions like electric vehicle charging, etc) and shuttle bus services to meet the needs of the University community.

  • Provide administrative and financial support for the Department.
  • Establish and maintain liaison with local law enforcement agencies and all stakeholders.
  • Achieve financial objectives through robust financial management (revenue and expense) and adopt a marketing driven approach whilst optimizing student and employee experience.
  • Proactively seek inspirational new ideas and methods of working to ensure that services provided are at the forefront of best practices and are client focused.
  • Serve as an expert in the review and benchmarking of service delivery and performance standards by operational staff and/or contracted service provider(s). Analyze the findings for improvement opportunities and develop solutions to rectify/achieve audit compliance.
  • Benchmark the department with industry best practices, advise on industry/market development and develop recommendations for the department to stay in the lead.
  • Set quality standards across the full range of services to be provided and ensure that they are in alignment with those in the industry.
  • Monitor market developments and introduce relevant initiatives to sustain a vibrant campus for the NTU community.


Requirements:

  • A recognised degree with at least 12 years of relevant working experience in managing security, car parking, shuttle bus services, business continuity planning, emergency preparedness and operations management in an Institute of Higher Learning/Government Sectors/multinational corporations.

  • Proven track record of success in management and leadership roles.

  • Good working knowledge of the technical systems in integrated electronic security management and surveillance systems.

  • Proven experience in delivering financial targets.

  • Clear ability to influence (without authority) and network, coupled with experience in building and maintaining relationships with stakeholders, clients, and partners.

  • Good understanding of the working environment and culture of a large institution of higher/learning/government sector.

  • Strong business acumen with evidence of formulating and implementing business development strategy and plans successfully.

  • A deep understanding and appreciation of customers\xe2\x80\x99 needs and experience.

  • Proven ability to innovate and lead in creative solutioning for improvement in revenue and service delivery.
