Job Description

The Deputy Director (Business Analysis & Stakeholder Partnership) is the organisation?s lead authority for business analysis, stakeholder engagement, and insight adoption. They oversee the BA Leads, who serve as product owners for enterprise dashboards, and the Stakeholder Partnership Team, who manage adoption across whole of A*STAR. This role ensures that DTID solutions are understood, trusted and used organisation-wide. It combines analytics leadership with an enterprise-wide engagement model that drives consistent interpretation, aligned decision-making and improved organisational performance.



Key Responsibilities



A. Strategic Leadership



Lead and enhance the organisation?s Business Intelligence Roadmap, ensuring alignment with organisation priorities.

Lead and mentor Business Analyst Leads and Stakeholder Partnership Business Analysts to strengthen analytical and stakeholder-engagement capability.

Collaborate with the Enterprise Data Deputy Director to ensure analytical outputs are supported by robust, governed data pipelines (Snowflake, Alation, Power BI).

Shape organisation-wide adoption of DTID solutions, ensuring consistency across whole of A*STAR.



B. Analytics Delivery & Governance



Oversee the design, development, and rollout of whole-of-organisation dashboards and KPIs.

Collaborate with other Divisions to establish and maintain enterprise standards for data definitions, business rules, classifications and design principles.? Ensure dashboards and metrics are business-aligned, transparent and consistently interpreted across entities.

Drive adoption and continuous improvement of self-service analytics and business intelligence tools.



C. AI-Enhanced Insights



Identify and prioritise opportunities to apply AI within analytics (e.g., forecasting, anomaly detection, natural-language Q&A).

Work with the Data Science and AI teams to scope use cases and integrate models into business dashboards and workflows.

Ensure Business Analysts Leads and Stakeholder Partnership Business Analysts to explain, contextualise and drive adoption of AI-generated insights.



D. Stakeholder Partnership & Organisational Alignment



Lead the Stakeholder Partnership Business Analyst Team.

Establish structured engagement models to ensure every stakeholder receives consistent support, onboarding, and feedback loops.

Resolve escalations, unblock cross-entity issues and ensure alignment on insights, definitions, and business outcomes.

Partner closely with senior leadership to understand needs, facilitate alignment and resolve adoption challenges.



E. Capability Building and Change Enablement



Build analytical maturity across the organisation through training, knowledge sharing, and change-management initiatives.

Oversee communication strategies for new releases, enhancements and adoption.

Promote a culture of data-driven decision-making and evidence-based performance review.



Qualifications & Experience



Bachelor's or Master's Degree in Business Analytics, Information Systems, Computer Science, Engineering or a related field.

At least 12 years of experience in analytics, digital transformation, or performance management or enterprise product delivery.

Proven leadership with at least 3 to 5 years managing Business Analysts, product owners or stakeholder-facing teams.

Demonstrated success leading enterprise-wide dashboard or KPI programmes.

Strong problem solving and systems thinking approach to diagnosing operational challenges

Strong proficiency in data visualisation (Power BI, Tableau) and familiarity with enterprise data warehouses (Snowflake).

Excellent communication, stakeholder management, change-management skills, including alignment across a matrix organisation.

Certification in project or change management (e.g., PMP, Agile, Scrum Master, Lean) is preferred.

Experience working in matrix organisations is advantageous.
