What the role is:About Outward Bound Singapore - a division of NYC Outward Bound Singapore (OBS) is a member of Outward Bound International - a global network of Outward Bound schools operating in 35 countries. Established in 1967, OBS is recognised for its leading experience in outdoor education with more than 500,000 people trained. We are seeking a dynamic Deputy Director (Operations Support and Facilities Management) to drive the strategies and plans in infrastructure management, marine, logistics, transport and medical services to achieve a seamless experience for all OBS participants. You will supervise the Marine & Logistics Operations unit, the Facilities & Project Management Unit, as well as the Medical Services & Training Unit to provide optimal operations support across our main operating and satellite bases, manage external working partners for optimal service delivery, ensure compliance with regulations, and implement strategic initiatives to enhance capabilities and operational efficiency.What you will be working on:Key Responsibilities \xe2\x80\xa2 Develop and implement mid and long-term strategies & plans to ensure efficient and safe operations support for OBS programmes and training. This includes overseeing the maintenance and improvement projects for facilities and sea front operations, driving integrated logistics and transport support for the smooth running of OBS programmes, and ensuring optimal medical support. \xe2\x80\xa2 Supervise and lead teams to establish and monitor performance standards of staff, appointed contractors and service partners, and ensure key performance indicators (KPIs) and quality service standards are met. This includes: - Working with consultants and team from conceptual stage to the procurement process. - Engaging stakeholders on change management. - Overseeing the plans, project budget and payments; and - Presenting reports to senior management on operational performance and strategic goals. \xe2\x80\xa2 Lead and guide staff to set policies, standards & workflows to deliver optimal support service delivery. \xe2\x80\xa2 Monitor and comply with relevant agency and applicable industry regulations and protocols. \xe2\x80\xa2 Collaborate with other departments to transform and streamline operations support. \xe2\x80\xa2 Establish partnership with related industry players, adopt best practices and digitalisation to enhance the effectiveness and safety of OBS operations support.What we are looking for:Requirements \xe2\x80\xa2 Knowledge and experience in Maritime industry, Engineering, Facilities Management or a related STEM field. Good knowledge of marine safety regulations, environmental compliance, and facilities management best practices. \xe2\x80\xa2 Minimum 10 years of experience in related fields, including at least 3 years in a leadership role. \xe2\x80\xa2 Proven ability in overseeing complex infrastructure projects, as well as managing large scale and dynamic marine, logistics, transport and medical support services. \xe2\x80\xa2 Excellent communication, engagement and negotiation skills, with the ability to collaborate effectively with stakeholders at all levels. \xe2\x80\xa2 Strong strategic thinking and organisational skills, and ability to synthesise information and propose fresh solutions to complex problems. \xe2\x80\xa2 Experience in leading & driving change, as well as in transformation and digitalisation. \xe2\x80\xa2 Able to work from any of OBS\' campuses / sites (e.g. Pulau Ubin, East Coast Campus, Punggol Reception, Changi, and OBS@Coney).About National Youth Council:About National Youth Council (NYC) - Creating Opportunities for All Youth to Be Heard, Be Empowered, Be the Change At NYC, as the national agency for youth matters, we believe in a world where young people are respected and heard, able to take action on issues that matter and make a positive difference around them.
