If you share our vision and possess the qualities we seek, join us!What you will be working on:You will lead a small, high-performing team to develop and implement policies and strategies related to the financial sustainability of the public transport system. Our public transport system is central to Singapore\'s vision of a car-lite society. It is also critical for our nation\'s economic and sustainability goals. It serves over six million journeys daily, accounting for the majority of all motorised journeys made in Singapore every day. To serve growing needs, the Government is in the midst of an unprecedented expansion of the rail network over the next decade, while also improving bus connectivity to serve many new and growing estates. This growing system will require greater resources that have to be met by taxpayers and commuters. You will help Government grapple with difficult trade-offs, in maintaining high service and reliability standards, while ensuring the financial sustainability of our public transport system and at the same time managing the cost to taxpayers. You will work with the domain teams in the Public Transport Division and the Land Transport Authority (LTA) to oversee the governance of public transport funding and subsidies. This will include oversight of a cost governance framework for the public transport system, as well as the formulation of policy and operational interventions to improve financial outcomes, through quantitative analysis of public transport financials. You will also develop and review funding frameworks for the procurement and renewal of rail and bus operating assets. In this process, you will engage with key stakeholders in MOF as well as the public transport operators, to achieve a suitable balance between operational needs and financial constraints across the system. In so doing, you will play a leading role in safeguarding, and over time improving the financial health of the rail and bus sectors. In addition, you will support the Public Transport Council (PTC) in balancing fare affordability for commuters and the financial sustainability of the public transport system. Through $2bn in subsidises to rail and bus operations per year, Government has kept public transport fares affordable. You will work with the PTC on annual reviews of our fares, and periodic review of the overall fare formula and adjustment mechanism, to ensure that our fares keep pace with costs and network capacity, and reflects macroeconomic conditions and ridership trends. You will also review, refine and implement programmes to improve fare affordability in a targeted manner for vulnerable groups, such as various concession schemes and passes, as well as public transport vouchers. To facilitate collection of fares, you will also work on matters related to ticketing and payment systems within public transport. This job offers opportunities to be exposed to a wide array of work, including policy and commercial analysis, bus and rail operations, grant administration and governance, and programme design.What we are looking for:You will need excellent policy instincts, political acumen and quantitative skills, and the ability to gain a working understanding of technical and operational systems. You will also need to be able to exercise thought leadership and persuade others to follow your lead. As this is a fast-paced working environment, you will need high energy levels and be able to work well under pressure in order to excel. Candidates with past supervisory experience, and prior experience with sector regulation/financing are strongly preferred. There are four statutory boards which are established by Acts of Parliament: the Civil Aviation Authority of Singapore (CAAS), the Land Transport Authority (LTA), the Maritime and Port Authority of Singapore (MPA) and the Public Transport Council (PTC). The ministry also oversees the operation of the Transport Safety Investigation Bureau (TSIB).
