Job Description


What the role is:
The Deputy Director is responsible for conceptualising, developing and implementing PA Safety Management System. The role is responsible for formulating safety policies, driving safety promotion and overseeing competency building of PA staff. The incumbent will anticipate gaps in safety policies, systems and plans, while supporting the Director and Chief Safety Officer in achieving the organisation's safety objectives.
What you will be working on:
Safety Strategy Implementation

  • Support the Assistant Chief Safety Officer (ASCO) in developing the organisation's safety strategy.
  • Develop and standardise safety protocols, policies, and procedures across PA divisions, enforcing Safety Management Plan (SMP).
  • Ensure compliance with local, national, and international safety regulations and standards.
  • Adopt best safety practices by established organisations.
  • Implement safety strategy into standard operating procedures (SOPs) and actionable plans for each division.
  • Develop detailed action plans to execute safety initiatives across all divisions.
  • Prepare for report on the progress of strategy implementation.
Safety Promotion
  • Champion a workplace culture that prioritises safety at all levels.
  • Ensure that safety is embedded in the organisation's mission, values, and strategic plans.
  • Encourage open communication about safety concerns without fear of blame.
  • Design and execute comprehensive safety promotion campaigns.
  • Align safety messages with organisational goals and risk areas.
  • Use various communication channels (emails, posters, intranet, display boards) to spread safety awareness.
  • Tailor training based on role-specific risks.
  • Oversee the planning and implementation of safety days, workshops, and engagement sessions.
  • Recognise, reward safe behaviours and innovative safety ideas.
Safety Management Plan (SMP)
  • Maintain a comprehensive Safety Management Plan for the organisation.
  • Translate strategic goals into operational plan.
  • Align safety policies, procedures, and manuals with the organisational-wide SMP.
  • Design risk assessment and reporting tools.
  • Ensure system buy-in and relevance across departments.
  • Provide regular updates to the ACSO on SMP implementation progress and challenges.
  • Coordinate with divisions to ensure effective SMP implementation.
  • Provide input on operational risks, challenges, and needs.
Continuous Improvement and Innovation in Safety Practices
  • Identify opportunities for enhancing safety practices within the PA Safety Office and across divisions.
  • Monitor and evaluate the effectiveness of safety programs and culture-building initiatives.
  • Encourage innovative thinking to address recurring safety challenges.
  • Collaborate with other divisions to develop integrated solutions for complex safety issues.
Reporting and Communication
  • Serve as a point of contact between regulatory bodies, contractors, and PA divisions.
  • Establish, track, and report on key performance indicators (KPIs) and/or key risk indicators (KRIs) to monitor compliance and effectiveness of SMP and risk control measures.
  • Schedule regular safety briefings and updates to division leaders and key stakeholders.
  • Ensure timely and accurate reporting of safety performance metrics and incident data.
Safety Committee Leadership
  • Perform secretariat functions to support CED and CSO whom are chairpersons for driving the Safety Management Steering Committee (SMSC) and Safety Management Working Committee (SMWC) respectively.
  • Promote awareness of safety protocols and procedures.
  • Foster a culture of safety awareness and continuous improvement throughout the organisation.
Organisational Development Work
  • Work closely with leadership to ensure safety initiatives support broader organisational development plans.
  • Lead efforts to embed safety values into the organisation's mission and leadership development.
  • Collaborate with HR and NACLI to integrate safety competencies into leadership development milestone programs.
  • Supervises the administration, improves the work processes and systems to ensure smooth operations of the Division
  • Oversee the management of Division finance and resources, ensuring utilisation of division funding meets the desired objectives and are in accordance with PA's financial guidelines
  • Develop policies, plans, and systems for safety management, fund management, KPIs-tracking and organisational development.

  • Act as second-in-command to the Director.
  • Step in as acting director when needed and provide strategic input on safety initiatives
  • Other ad-hoc duties not covered under main responsibilities and duties.
