Job Description


What the role is:The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore\'s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The CDA PO\'s role is to plan and execute the setup of the CDA, which will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board. To support the Director in leading the NICHE division, overseeing the design and implementation of healthcare-associated infection (HAI) surveillance programmes, managing HAI outbreaks, and ensuring effective prevention and control functions to protect the health of Singaporeans by reducing the burden of HAIs through evidence-based policies and programmes. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.What you will be working on:1. Lead the development and implementation of comprehensive strategies to enhance outbreak preparedness and response capabilities across healthcare and congregate living settings. Contribute to the creation of standard operating procedures (SOPs) and guidelines for outbreak control across relevant agencies, healthcare institutions, and medical practitioners. Also, lead the development and distribution of evidence-based guidelines for outbreak prevention and control in healthcare facilities and congregate settings under NHEC\'s direction. 2. Supervise epidemiological investigations and responses to outbreaks and cases of pathogens of interest, identifying potential sources and implementing measures to reduce transmission. 3. Liaise with expert advisors to ensure effective investigation approaches and recommendations for containment. Engage and work closely with expert advisors, various CDA groups and external stakeholders to assess the approach to prevent and contain potential spread in affected population arising from findings of the epidemiological investigations. Draft media responses and address inquiries from external agencies regarding ongoing investigations. 4. Cultivate strategic partnerships with key stakeholders in disease prevention and control for both healthcare facilities and congregate living settings. Work closely with the infection prevention and control unit to devise outbreak prevention and control strategies. Enhance stakeholder capabilities through targeted training and education programs specific to the needs of each setting. Serve as the NICHE\'s representative in expert committees and professional networks relevant to healthcare and congregate settings. 5. Oversees the creation and monitoring of the unit\'s work plans and initiatives to ensure they align with the specific goals of the department and agency related to healthcare facilities and congregate settings. Additionally, effectively and responsibly manage the unit\'s budget, oversee staff recruitment, talent development, career planning, and manpower-related issues, as well as supervise the operational and logistical aspects of the unit.What we are looking for:
