INTRODUCTION

Thomson-East Coast line (TEL) is a medium-capacity Mass Rapid Transit (MRT) line in Singapore that is currently under construction, being the sixth line to be built. The line was announced on 15 August 2014 by the Land Transport Authority. The fully underground line is 43 km long and consists of 31 stations, 2 Operation Control Centers (OCC), 2 Depots, and will be among the world\'s longest driverless rapid transit lines. The line will open in five stages from 2019 onwards and will be operated by Singapore Mass Rapid Transit (SMRT).
Under T252 contract, Alstom will design, supply, install and commission the signaling Urbalis 400 Communications-based train control (CBTC) system and platform screen doors for Thomson Line. TEL is a complex and challenging project for which Alstom as System Wide Contractor (SWC) needs to interface with other 29 SWCs, 35 Civil Works and 5 A/E consultants.

POSITION OVERVIEW:

Deputy Project Commissioning Manager who possess strong technical competencies in Signaling and EHS management.

RESPONSIBILITIES:

- Review T&C documents for internal and external parties.

- Create weekly and monthly activity planning and manpower arrangement for T&C activities.
- Act as the contact point for the client and operator regarding site activity preparation and coordination.
- Lead the activity of configuration management follow up with customer.
- Support T&C manager in T&C report submission
- Organize regular meeting with project commissioning manager, Installation manager, and Engineering manager to tackle potential issue or backlog that will impact T&C activity.
- Assisting Project Commissioning manager in ensuring the accomplishments of milestone
- Participate in subsystem technical meeting with engineering team to review anomalies
- Perform on-site testing work with client and designated contractors
- Investigate faults on the system and provide a first analysis
- Be able to alert management in case of planning issue
- Lead, develop and motivate T&C team
- Maintain and develop his own level of expertise
- Implement the processes, methods and tools corresponding to his activities

SKILLS & EDUCATION

Essential:

- Strong experience in project coordination
- Strong leadership is a must
- Organizational agility
- Flexible working hour and schedule (example: night or weekend)
- Strong safety and EHS awareness
- Customer oriented, Ability to handle demanding customer and pressure
- Extensive knowledge of Signalling principles, testing and validation.

Desirable:
- At least 5-7 years of experiences in the T&C activities for Signalling Projects
- Strong experience of working within similar contractors/client environment
- Good knowledge and ability to lead on site T&C activities
- Good knowledge of Defect Management
- Broad Knowledge of the subsystems / products to be tested and commissioned (Urbalis solution).
- Capacity to provide solutions based on Operational Concepts (Customer Oriented) and Product Policy
- Strong Knowledge on System Development Life Cycle
