What the role is:

The Monetary Authority of Singapore (MAS) is Singapore\'s central bank and integrated financial regulator.

What you will be working on:

The Inspection & Supervisory Methodologies Department (IMD) Inspection Divisions conduct inspections of financial institutions (FIs) to assess their safety and soundness, as well as their culture and conduct. IMD is also building capabilities to enhance crisis preparedness and operational readiness to react to a FI in distress or resolution through on-site interventions.

IMD constantly refines its inspection methodologies and develops on-site tools by leveraging data and technology to enhance effectiveness and efficiency. IMD works closely with the three Banking Departments to achieve collective supervisory effectiveness of our FIs.

You will manage the day-to-day running of MAS\' application systems, for examples:

Ensure the smooth running of the systems and that all key maintenance and support tasks are completed in a timely manner;

Manage outsourced vendors and/or in-housed contractors to meet the delivery and operation needs of the systems;

Work with internal and/or external parties to troubleshoot the root causes of the issues reported by users, and ensure that the issues identified are fixed according to the service level agreement;

Manage on-/off-boarding of user accounts and changes in roles, and review user access/audit logs to ensure compliance;

Plan, execute and support system implementation, software/hardware upgrades and security patches;

Track and monitor statuses of vulnerability management, security scans and penetration test results;

Perform regular risk assessment to identify security and/or other compliance issues with IT policies and procedures, liaise with the relevant subject matter experts to provide solutions, and oversee the proper implementation of such solutions; and

Work with internal tech teams and vendor(s) to implement pro-active monitoring of application system health and upkeep of system performance.

You will plan and implement system enhancements to meet user change requests, including:

Providing estimated costs and timeline to implement the changes;

Securing the necessary resources to carry out the changes;

Ensuring that the vendor complies with the relevant IT policies and procedures while working on the changes;

Assisting users during requirement gathering and user acceptance testing to ensure clarity of scope and quality of the vendor\'s work; and

Overseeing the proper implementation of the changes.

You will assist the data scientists in implementing new and/or enhancing existing data/machine learning models. You will be required to work on other ad-hoc project assignments.

You will be working in a fast-paced environment that would require the ability to manage multiple priorities and needs of stakeholders, as well as the agility to respond to changes and developments.

What we are looking for:

Bachelor\'s degree, preferably in Computer Science, Information Technology, or a related discipline.

Minimum 5 years of working experience in managing and supporting financial/government sector IT projects/systems.

Strong communications, analytical and problem solving skills.

Good vendor management and project management skills.

Familiarity with IT Service Management (ITSM) processes in accordance with IT Infrastructure Library (ITIL) best practices.

Good knowledge of various aspects of IT, such as infrastructure, network, architecture, data, security, and design.

Sound understanding of the technical aspects of systems integration in an environment with diverse technologies.

Keen eye for detail, with ability to plan ahead and proactively identify/manage risks to ensure successful project delivery and optimised system operations.

Experience with SAS Software Suite (e.g. Viya, Data Management) will be an added advantage.
