[What the role is]
The Monetary Authority of Singapore (MAS) is Singapore\xe2\x80\x99s central bank and integrated financial regulator.

[What you will be working on]

You will be part of a dynamic team within Supervision Platforms Division under Information Technology Department. In this role, the officer is expected to undertake the following areas of work:

Manage stakeholder relationships

Product and project delivery

Responsible for the quality and timely delivery of project/sprint

Establish project plan, resource requirement, project schedule and task allocation plan together with business users, developers and stakeholders

Identify, track and communicate progress of project milestones, deliverables, dependencies and risks during the project

Coordinate project activities across multiple teams and applications across the organization

Secure acceptance and approval of the key deliverables based on the project management framework;

Solution engineering, testing and delivery

Coordinate and work with other technical teams (e.g. Infrastructure, Enterprise, Applications) to set up infrastructure, CI/CD pipelines, application integrations and resolve deployment and integration issues;

Lead and liaise with software engineers and other technical teams to resolve impediments, incidents and issues.

Design, manage and execution test and quality assurance for solutions

In concert with subject matter experts, design solutions which include system architecture, application architecture, including security and data design, resiliency, performance, reusability, product competency and programming skills.

Solution business analysis and design

In conjunction with business and product teams, to design and deliver a solution experience that meets the needs of user through human, digital, and physical interactions, over time, across a journey (in conjunction with policy, process, digital enablers).

Mapping of the service/business/functional requirements to solution/application system/technical requirements and ensure overall design, development and implementation remains consistent with the overall architecture of the project, and its objectives and needs.

Product technical management and operations

Work closely with the business product owner and software engineers on regular deployment of product features;

Support system operations after project go-live to ensure system availability and SLA

Conduct maintenance and technology lifecycle management on the applications and systems

Budgeting and planning

budgeting and resourcing planning for the team, products, and projects

Vendor contracting and management

Conduct procurement

Manage vendors toward delivery of outcomes

Governance, Risk and Compliance

Ensure compliance to ICT Governance policies and standards

Ensure risk framework is adhered to, and carry out risk management for projects and products

You will be working in a fast-paced environment that would require the ability to manage multiple priorities and needs of stakeholders, as well as the agility to respond to changes and developments.

[What we are looking for]

Good Bachelor Degree or Master Degree with minimally 8 years of relevant working experience in project management, business analysis and system operation

Preferably more than 3 years of relevant experience in agile project management

Strong experience in managing business, IT and senior stakeholders

Sound understanding of the technical aspects of systems integration in an environment with diverse technologies

Strong communication skills and ability to influence to gain consensus from multiple stakeholders when required

Working experience in using project management software like JIRA to track, monitor, and reporting of project/issue progress and producing reports

Familiarity with Government Instruction Manual 8 will be an added advantage

Familiar with containers, microservices, DevOps and AWS Cloud technologies

Resourceful and possess excellent communication and stakeholder engagement skills

Good analytical skills, and able to mulit-task and deliver results in a timely manner

Ability to resolve complex problems creatively

Self-driven, creative and team-oriented person with good interpersonal and organizational skills
