Position: Buyer (Technical & MRO)

Department: Purchasing Department

Reporting to: Purchasing Manager

JOB SUMMARY

Reporting to the Purchasing Manager, the Buyer (Technical & MRO) Main Task is to strategize, source, plan, negotiate, purchase and ensure timely delivery of \xe2\x80\x9cnon-BOM Materials\xe2\x80\x9d, with focus on Technical or MRO Purchases for Maintenance Department and CAPEX Items. This role is also responsible for operational duties which include PO Issuance, Vendor Evaluation, etc. The candidate could also be cross trained to take up other procurement tasks related to SHE and Waste Management Services.

The candidate could also play a supporting role to other Materials and Trading Goods Procurement.

DUTIES AND RESPONSIBLITIES

• MRO Procurement Strategy Planning
• MRO Procurement Infrastructure
• MRO Procurement Operations
• Plant daily purchase (processing Purchase Requisition)
• Maintenance spare and tools, safety Personal Protective equipment
• Manage service agreement / contract negotiation.
• Supplier KPIs and Relationship Management
• In-house contractor agreement
• Equipment preventive maintenance service agreement
• Rental agreement
• Facility service management
• Conduct plant Overhaul Tender, Tender evaluation.
• Sourcing for new suppliers
• Prepare Supplier Pre-qualification Questionnaire (PQQ)
• Conduction Contractor Evaluation
• Run report in Maximo and SAP to ensure on time delivery.
• Backup direct buyer
• Look out for cost saving opportunity. Tracking of cost saving / cost avoidance
• Report to Commercial and Supply Chain Manger
• Write up tender procedure.
• Conduct Tender
• Involved in Plant phrase 2 expansion project MRO purchases.
• Work closely with Finance Department to ensure accurate and on time payment.
• Internation Organisation for Standardisation (ISO9000 and 1400) internal auditor
• Minor Chemical purchase
• Market research drafting procurement plan.
• Ensure procurement document (hard copy and soft copy) are properly filed, saved and kept.

REQUIREMENTS

• Minimum Diploma in a relevant Engineering discipline
• At least 3 years\' relevant working experience in technical or MRO purchases in a manufacturing or Petrochemical Industry Preferred. Technical Purchases refers to buying of mechanical items like machineries, civil works, fabrication/modification of parts; Electrical and Instrumentation etc.
• Strong in and good working knowledge of procurement process and procedure
• Proficient in Microsoft Office especially in Excel, Words, etc.
• Hands on experience with SAP and CMMS preferred.

OTHER INFORMATION

• Salary up to $4,800 + 4/5 months Bonus + Transport Allowance $130 + Shift Allowance $220
• 5 days\' work week from 9 to 6pm
• Must be willing to work in Jurong Island
• Transport picks up at Jurong East and Outram Park
• Open to 6 months contract with conversion to Permanent
