Develops Asset Management (AM) standards, policies and practices as well as deploying AM processes and systems to best manage the Company's assets. Create recommendations for the maintenance strategy, ensuring the right intervention for an asset is based on risk, condition, and performance. Asset Management Ensure the asset register is kept up to date and meets the data standard requirements Coordinates asset data with section heads of the various system/ area owners to obtain asset additions, deletions, and revisions into the Facilities' CMMS. Manages the Facilities asset database and customization of reports, inquiries, and analytics to assess life cycle or end of useful life of equipment. Analyzes maintenance/repair data, test data, and preventative maintenance records to improve systems efficiencies and forecast replacement or continued repairs. Deploy appropriate governance structures and data input/output standards. Develop risk prioritization and criticality frameworks for specific asset classes of MEP systems. Works with each operation unit to support budget spend for capital renewal, five year & long-term capital plans, operational support, and/or deferred maintenance. Responds to internal and external inquiries related to asset data analysis. Assess and continually improve the asset management system. Provides reporting for key performance indicators (KPIs) and operational initiatives. Establish Total Cost of Ownership for Facilities Assets. Establish strategies for replacement and refurbishment of assets as part of life cycle management. Asset Integrity Management Oversee Facility Condition Assessment (FCA) programme, analyse findings. Use FCA outputs combined with condition-based data to develop multi-year asset infrastructure replacement plans. Develops and execute Risk-Based Inspection (RBI) and asset corrosion management plans to evaluate the ability of the asset to perform its required function effectively and efficiently. Prepare and execute improvement projects to address issues detected. Applies Reliability Centered Maintenance (RCM) approach to the optimize maintenance strategy. Assigns responsibilities, reviews work, provides training, gives performance feedback and prepares performance evaluations. Job Requirements Education & Certification Bachelor's Degree in the fields of Mechanical, Electrical, Building Services, Facilities Management or equivalent. Candidates without the required qualifications but with adequate experience in similar Experience & Competency Minimum 5 years of work experience as owner of buildings/facilities with exposure in engineering, asset management and renewal would be desirable. Certified Energy Auditor or Energy Efficiency Opportunities Assessor (EEOA or KQP) will be an added advantage. If the candidate has carried out Energy Savings projects for industrial or manufacturing plants, it will be an added advantage. Have managed a facility at least 50,000sqm in for at least 5 years. Knowledge and experience of APM tools and techniques like Reliability centered maintenance (RCM), Asset Life Cycle, Asset Reliability Management, Asset Criticality analysis, Risk Management framework, Risk Based Inspections (RBI), Corrosion Management, Maintenance Best Practices and Strategies is preferred. Familiarity with Building MEP systems such as HVAC, Electrical, Plumbing and Sanitary and Fire systems. Working knowledge of Asset Management Systems in a FM/Commercial/Industrial/Process environment. Experience of solving complex problems in asset maintenance and reliability management to drive growth and value for productions/operations & maintenance. Familiar with and understanding of relevant industry regulations, codes and standards. A capable leader with integrity, passion, knowledge, commitment and drive for improvements. Excellent communication and interpersonal relation skills. Creates comprehensive reports or other documents to communicate ideas or concepts related to complex or sensitive issues. Strong planning, organizational and prioritization skills. Problem-solving skills with proven ability to work within a multi-cultural team. Organized, planning skills, able to manage multiple activities and programs in timely fashion and with a high degree of accuracy, able to meet work deadlines. Competency in implementing Singapore standards, statutory and regulatory requirements. Computer literacy in Microsoft Office Suite applications is a pre-requisite. Excellent in Numerical, Analytical, Presentation and Project Management skills. Be well versed in all aspects of Facilities Financial Management - Budgeting, Forecasting, P+L, CAPEX etc.
