JOB SUMMARY

The Operational, Technology and Cyber Risk (OTCR) organisation is instrumental in protecting and ensuring the resilience of Standard Chartered Bank's operations, data, and IT systems by optimising operational, technology and cyber risk across the enterprise. As a critical function reporting into the Group Chief Risk Officer (CRO), the Group OTCR team serves as the second line of defence for assuring that controls are implemented effectively, in accordance with the OTCR Framework, and for instilling a risk culture within the Bank.

Senior Manager, Stress Testing is a permanent, strategic role that requires strong business acumen and a detailed knowledge of Operational Risk, Stress Testing and Scenario Analysis. The successful candidate will have key skills in scenario analysis and be able to respond in a flexible and collaborative manner to evolving business, regulatory and threat demands. The role reports directly to the Senior Manager, OTCR, Stress Testing.

This is a senior level role, and the individual will be required to engage with senior stakeholders across the business, technology, to quantify Low Frequency High Severity (LFHS) events and assess control gaps if any.

The successful candidate will need to have proven experience in Operational Risk Scenario Analysis, Stress Testing and be an Operational Risk practitioner- and be able to optimise risk exposure across all Operational Risk sub-types.

We are seeking an experienced and senior leader who will be responsible for the following areas:

Role Specific Responsibilities:

Support the design and development of OTCR Risk Scenario Analysis to quantify LFHS events Support the quantification of Operational Risk and other non key non financial risk capital Provide SME input to support operationalisation of scenario analysis for Group Support regulatory-related activities such as examinations and reports Develop materials for regular updates to Head, OTCR, Risk MT, committees Ensures compliance with all applicable Framework, policies and standards

Strategy

Responsibilities that are related to the development and implementation of a strategy, for example, Awareness and understanding of the Group's business strategy and model appropriate to the role.

Responsibilities related to the delivery of business and / or financial objectives, for example, Awareness and understanding of the wider business, economic and market environment in which the Group operates

Processes

Reference the processes for which the Role Holder is responsible, as per the Operational Risk Framework definition of first / second line, for example, Responsible for executing and supervising the Budget process.

People & Talent

Reference all responsibilities related to people and talent matters, for example:

Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners. Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks. Employ, engage and retain high quality people, with succession planning for critical roles. Responsibility to review team structure/capacity plans. Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.

Risk Management

Responsibilities relating to identifying, assessing, monitoring, controlling and mitigating risks to the Group, as well as an awareness and understanding of the main risks facing the Group and the role the individual plays in managing them. For example -The ability to interpret the Group's financial information, identify key issues based on this information and put in place appropriate controls and measures All responsibilities under the Risk Management Framework - both execution and supervisory - should be referenced, for example, Act as the [Process] risk control owner under the Group's Risk Management Framework (including relevant Operational Risk Framework ownership for [Liquidity] risk.

Governance

Responsibilities relating to the direction, planning, structure, frameworks (e.g. processes and policies) and oversight. For example, Responsible for assessing the effectiveness of the Group's arrangements to deliver effective governance, oversight and controls in the business and, if necessary, oversee changes in these areas; Awareness and understanding of the regulatory framework, in which the Group operates, and the regulatory requirements and expectations relevant to the role.

Regulatory & Business Conduct

Display exemplary conduct and live by the Group's Values and Code of Conduct. Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct. Lead the OTCR Stress Testing Team to achieve the outcomes set out in the Bank's Conduct Principles Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Our Ideal Candidate

Contract Duration - 6 Months. 10 plus years of experience in operational risk. Experience in data analysis is preferred. Strong knowledge of the businesses, markets and operations of Standard Chartered Bank and the policies, procedures, and processes through which Operational, Technology and Cyber risks are addressed throughout the Group. Able to lead highly complex, global activities through influence and credibility rather than command and control. Ability to assess strategic priorities and focus on detailed aspects of a function in order to drive effective delivery. Situational context aware with ability to facilitate outcomes where priorities and personalities are in conflict. Sound judgement and anticipation and strong integrity, independence and resilience. Ability to communicate and explain complicated risk issues to internal and external stakeholders in a simple and business-friendly way. Able to challenge constructively in a non-confrontational manner. A self-starter, able to take initiation, to navigate within the approved parameters to work out a sensible and practical recommendation or decision. Ability to participate within a multi-disciplinary team and be a strong team player . Ability to identify opportunities for continuous improvements. Strong emotional and cultural intelligence, being able to embrace and drive diversity of thought through inclusion and the valuing of cultural diversity
