What's the role? You will perform the necessary maintenance tasks to ensure reliability and functionality of the plant's electrical and instrument installations. Electrical installations include Main Substation, Process Substation, UPS, Fire and Gas What's the role You will perform the necessary maintenance tasks to ensure reliability and functionality of the plant's electrical and instrument installations. Electrical installations include Main Substation, Process Substation, UPS, Fire and Gas monitoring and alarm system, VSD, motors, heaters, HVAC etc. Instrument installations includes Process Control System, Various vendors' package PLC, Instrumented sensing, control, and final elements, automation lines which includes filling machines, labelling, strapping, palletizing, and conveyor systems, etc. You will collaborate with various team members from multi-disciplines both internally and externally such as contractors, vendors, authorities to achieve the maintenance tasks effectively and efficiently. Additionally, you are responsible in the regular review of E/I maintenance Operating Procedures / Work Instructions to ensure compliance with Design and Engineering Practices and local regulations. Also review of the maintenance program for continuous improvement in reliability, productivity, and costs effectiveness. More specifically: Compliance to HSSE standards and requirements to make Tuas Luboil Blending Plant (LOBP) a safe place to work, and accountable for all assigned Critical activities. Promote safe work culture amongst the contractors and service providers for the workshop. Perform Authorized Engineer Role as per Tuas LOBP Permit to Work (PTW) requirement. Drive high standard of personal accountability & performance to deliver the Site & Department goals and target. Accountable to ensure all assigned Critical activities as per Process Safety requirements (Hazards and Effects Management Process, Instrumented Protective Functions, etc) are executed as planned, all Preventive Maintenance, Corrective Maintenance are also well executed and in compliance to local statutory requirements and DEPs. Owns the Preventative Maintenance (PM) Program and is accountable to ensure proper PMs are captured in GSAP with appropriate documentation to ensure compliance. Ensures that critical pieces of equipment are identified and managed to ensure plant reliability. Develops and maintains maintenance Policies, Procedures, Practices and Guidelines (PPP&Gs) within area of specialization. Align the work processes & practices across the site and provide steer to achieve optimal plant availability in a cost effective, safe, and efficient manner. Identify improvements plans to minimize or eliminate inefficiency and ineffectiveness in the field execution and implement technical solutions, including troubleshooting to resolve these problems. Work in collaboration with Operation, Engineering, and others in resolving reliability issues and interface for effective maintenance execution. Drive maintenance bad actor resolutions and participate in the plant Reliability and Integrity study with the regional engineers. Develop long term improvement strategy for maintainability of plant equipment to investigate obsolescence program, life cycle and equipment upgrade. Maintain spare part inventory and ensures inventory is monitored and evaluated. Lead in-depth troubleshooting of plant equipment and provide maintenance technical support to plant operations and execute Turnarounds. Act as Custody Transfer Meter (CTM) focal point. Participate and support ISO/HSSE-MS audits, as well as other related external audits, as part of Company's HSSE Control framework and management system. Use Computerized Maintenance Management System (CMMS) in compliance with the global maintenance and business processes. Works and drives improvements within the maintenance business process Global Asset Management Excellence Maintenance Execution (GAME ME). Identify waste elimination, LEAN and Continuous Improvements opportunities for maintenance, and work with relevant key stakeholders to implement gap closure plans. Ensure retention of critical knowledge within the department and support Maintenance department to develop succession plan. Responsible for providing good documentation to ensure all equipment technical records and drawings are updated to reflect the latest changes. Demonstrate positive Leadership attributes - personal integrity, inspire & aspire, collaborative, commercial mindset and deliver extraordinary business outcome. Perform standby duty coverage or extended hours work as required. Carry out any other related duties as required. Review of effectiveness and cost efficiency of E+I services rendered by contractors, vendors, and suppliers. Provides coaching, guidance on training, and works to develop contractor crews. Develop and lead the competence assessment and screening of contractors' skills set. Liaises with vendor representatives when conducting repair work. Provide input to maintenance manager in planning/preparing/monitoring budget for all electrical and instrument maintenance work and executes the works within the budget. What we need from you To succeed in this role, you will have: Relevant Diploma / Degree or equivalent. 5-10 years' experience in the Oil & Gas industry Electrical, Instrument and Automation maintenance field. Strong technical and practical experience in executing maintenance field work and managing the contractors on site. Skill in Job Hazard Analysis, Permit to Work system and LOTO. Skill in troubleshooting equipment failures and root cause analysis. Familiar with Singapore Code of Practice, International standards such as IEC etc. Good experience in collaboration and interfacing with others.
