What the role is:
Summary
You will lead in the planning, tender calling of consultancy/construction contracts, design review and supervision of a team of consultants and contractors in MPA's building and infrastructure projects. The building works include the development of new buildings and renovation of existing buildings to support MPA's operation. The infrastructure projects include the development of new marine facilities and upgrading of existing marine facilities. You will be involved in the whole project work cycle from project planning, budgeting, drafting technical specifications, tender calling, evaluating tender submissions, tracking progress of projects, project management and managing project expenditures throughout the project duration until the project is finalised and completed. In your course of work, you will lead the engineering design consultants to carry out engineering design, cost estimation and preparation of tender document for calling, evaluation and award of contracts. After the award of tender, you will lead in the project management and the supervision of a team of consultants and contractors undertaking the construction management, contract management and site supervisory works.
What you will be working on:
The key responsibilities include:
1. Lead in the project management and supervision of consultants undertaking the design, construction management, contract administration and site supervisory works
2. Track work progress, budgets and manage expenditures for the construction contracts.
3. Reporting of work progress of projects and work plans to management
4. Attend to technical matters and project issues on the building and infrastructure works.
5. Oversee the quantitative analyses of schedule tracking of the Contractor's Programme of Works for the construction works.
6. Attend to agency matters related to the building and infrastructure projects.
What we are looking for:
1. Training in civil engineering is required.
2. Candidates with at least 5 years of experience in project management and engineering design for building construction projects. Candidates meeting the above and with professional qualifications although not necessary, will be an advantage.
3. Working knowledge in BIM and in handling public projects will have an added advantage.
4. Well versed in the Public Sector Standard Conditions of Contract (PSSCOC) for construction works.
5. Good verbal and written communication skills.
6. Strong analytical and problem solving skills.
7. Good interpersonal and team management skills.
8. Registration with Professional Engineers Board Singapore is useful.
Appointment will be on a 2-year contract
