Job Description

The ESH Operations Manager is responsible for overseeing the environmental, safety, and hygiene functions across Astar Laboratory's operations, including water, soil, air, and building construction testing activities. This role ensures compliance with ISO 45001, ISO 17025, and local statutory requirements (WSH Act, NEA, SCDF) while promoting a safe, sustainable, and compliant workplace.

Key Responsibilities

1. Occupational Health & Safety (ISO 45001)





Develop, implement, and maintain workplace health & safety policies in line with ISO 45001 and Singapore WSH Act.





Conduct risk assessments for laboratory and field sampling activities (water, soil, air, construction sites).





Ensure staff are trained in safe handling of chemicals, field equipment, and construction-site hazards.





Lead accident/incident investigations and implement corrective actions.





Coordinate emergency response procedures, including chemical spills, fire, and evacuation drills.





2. Laboratory & Testing Compliance (ISO 17025)





Oversee ESH compliance in laboratory operations, including sample collection, testing, and storage.





Ensure hygiene standards are maintained in laboratories and fieldwork.





Support internal and external audits for ISO 17025 accreditation.





Maintain ESH-related documentation (waste disposal logs, safety audits, hygiene inspection records).





3. Environmental & Hygiene Oversight





Manage environmental compliance including wastewater, air emissions, and chemical disposal.





Oversee workplace hygiene standards (cleanliness, pest control, waste segregation).





Ensure proper waste handling from laboratory and construction testing projects.





Promote sustainability initiatives (energy efficiency, recycling, minimising lab waste).





4. Site & Project Safety (Fieldwork & Construction Testing)





Implement safety measures for field teams working at client sites (construction, industrial, environmental).





Ensure compliance with safety requirements at construction projects, including PPE, working-at-heights, confined spaces, and site access safety.





Liaise with contractors, clients, and authorities regarding ESH compliance for project-based testing.





5. Training & Culture Development





Conduct ESH training, safety inductions, and refresher courses for staff and contractors.





Develop safety bulletins, SOPs, and awareness campaigns.





Promote a culture of safety, hygiene, and environmental awareness across the company.





6. Leadership & Reporting





Lead the ESH team to ensure smooth daily operations.





Report ESH performance, risks, and incidents to senior management.





Provide recommendations for continuous improvement in safety, hygiene, and environmental systems.
