The Facilities Manager shall have a multi-disciplinary background and experiences in planning, management, technical and contract procurement skills and with a good knowledge of statutory requirements for building management and maintenance. The Facilities Manager shall be the person in overall charge within the Properties to manage and execute the Contract through the deployment of suitably trained and qualified staff. The duties of the Facilities Manager shall include but not limited to the following:
plan and define the individual and/or bulk items of work by the appropriate professional disciplines and specialists, together with obtaining the necessary approvals and security clearances from the SO or his representatives, occupants, SPF, SCDF, security and any other relevant Authorities;
prepare regular status reports in an acceptable format to the SO or his representatives;
develop strategies for contract supply chain appropriate to the works involved and where necessary, to manage the preparation of suitable tender specifications and documentation for, and to help source for the Authority\xe2\x80\x99s Contractor, sub-contractors or] service providers; preparation of Schedules of Rates (\xe2\x80\x98SOR\xe2\x80\x99) as required to supplement the existing SOR, assist the Authority in calling for, and evaluation of quotations and make recommendations for the SO or his representatives\xe2\x80\x99 consideration and/or acceptance of recommendations proposed;
for additional scope of works after the award of contract, Contractor is to assist the Authority to source for quotations from other vendors;
act as the ad-hoc specialist to advice the SO or his representatives to improve existing service delivery;
manage and monitor all the sub-contractors\xe2\x80\x99 performance, including those appointed by the Authority, to ensure quality and the workflow to be in accordance to SOPs and procedures set up for the Properties; implement and hold regular meetings with the management of Authority\xe2\x80\x99s Contractor and sub-contractors for maintenance and other services\xe2\x80\x99 issues pertaining to the Properties, so as to monitor their progress, to address and respond to the issues arising; and to ensure compliance with their respective contracts;
preparation of SOPs for the facilities\xe2\x80\x99 related services or systems;
represent the Authority to address any tenant-related issue that arises;
assist in the security management of the Properties;
ensure the smooth day-to-day Facilities Management operations of the Properties;
any other functions necessary for effective operations of the Properties
Requirements
Degree in Electrical, Mechanical or Facilities Management from a recognisedtertiary establishment with a minimum of 6 years\xe2\x80\x99 experience in Electrical, Mechanical or Facilities Management or building related field with project management experiences.
